Why Penang’s development planning is failing its people

Residents demand transparency as traffic, floods and vanishing green spaces expose systematic failures in planning

Penang today stands at a critical tipping point.

Many residents across the state are living with daily, worsening consequences of decisions made without transparency, proper planning or meaningful community input.

Traffic congestion has become a permanent feature of life. Flash floods that were once rare now strike with increasing frequency. Green spaces continue to vanish.

And in many neighbourhoods, residents say they feel powerless as major development projects advance without clear justification.

Former Penang city councillor Dr Lim Mah Hui, one of the organisers, said that Penang’s system of planning has failed to protect the public interest. “We still do not have a local plan. That means development proceeds without the clarity, discipline and accountability that a proper planning framework would bring.

“Communities are left vulnerable to ad-hoc decisions. This is not how a responsible, people-centred state should function.”

Penang’s water situation reflects the same structural weaknesses. Despite being a water-scarce state, Penang is now paying a high price to buy water from another state – even as our own limited water catchment areas continue to be disturbed.

Residents are asking how we reached this point, and why long-term planning has been sidelined.

The Speak Up for Penang forum yesterday, attended by over a hundred people, was organised precisely because the people want answers – and because they want their voices acknowledged, not dismissed.

The programme included:

A people’s voices session: A string of residents affected by reclamation, highways, loss of green lungs and uncontrolled development shared real, documented impacts on safety, mobility and quality of life.

Expert presentations: These exposed the hidden costs of unfettered development, weaknesses in Penang’s planning system, and the legal rights that many residents are unaware of.

A call to action: This session guided concerned residents on how to push for accountability and transparency, and to ensure they are no longer sidelined in decisions that affect their homes and communities.

The event was jointly organised by Aliran, Consumers’ Association of Penang, ecology and climate network Jedi, Malaysian Nature Society, public transport users’ group PeTUA, Penang Heritage Trust, Protect Karpal Singh Drive residents, Sahabat Alam Malaysia, Tanjung Bungah Residents’ Association and Women’s Centre for Change.

These organisations have collectively witnessed years of complaints, objections and concerns being brushed aside.

“This is not anti-development. It is pro-people,” Lim said. “We want development that improves life, not development that creates hardship – not development that floods our homes, clogs our roads, destroys our green spaces, and sends us scrambling to buy water from elsewhere.

“Penang deserves better, and Penangites know it.”

Residents across the state have been asking the same urgent questions:

  • Why are the same problems repeating year after year?
  • Why are flood-prone areas still being approved for construction?
  • Why are new highways planned without a holistic mobility strategy?
  • Why are communities excluded from decisions that directly affect them?
  • When will Penang finally implement local plans?

The forum yesterday brought these questions into the open – not to provoke fear or anger but to restore the one thing many in Penang feel they have lost: the right to be heard in the future of their own state. – Speak Up for Penang

Jabatan Pengaliran and Saluran is building a covered retention pond at Solok Van Praagh without discussion with the neighbors. This project suppose to complete in 2 years and now has been dragged to 4 years. Worst still, it close down the main entrance between jalan van Praagh and Solok Van Praagh and residents are suffering from entering to taman. Two houses are directly affected where they can’t drive into their house because of the drain and road works. This work been carried out without inspections and contractor do a lot of non standard practice works. Not sure how this retention pond helps, as other taman drain water will flow into this retention pond while the moonson drain is not enlarge by where previous overflowed. Very concerning

Despite protest by over 20 residents to not approve a 3 storey in a 2 storey terrace in island park the project got approved. Now 6 months and have to endure dust and noise from HELL. We live nextdoor, 3 retired seniors and an aging mother. 6 more months to complete. What HELL this beloved island has becomed. Visit us.

This gov under kon yeow no longer listen to people..they will pay hard later,just thinking stupid mega project like sea reclaimation that yellow lorry damaged road all the way from jawi till island..only his cronies will be able to buy anything inside that stupid reclaimed sea afterall
