The Center to Combat Corruption and Cronyism (C4 Center) is profoundly saddened to learn of the passing of Tan Sri Simon Sipaun, a distinguished veteran civil servant, passionate human rights advocate, and a foundational leader in the fight for transparency and accountability in Malaysia.
He passed away on 8 February at the age of 88 due to pneumonia-related health complications.
Simon’s public service career spanned decades, most notably serving as Sabah state secretary from 1988 to 1993 and later as vice-chairman of the national human rights commission Suhakam from 2003 to 2010.
His voice was consistently raised in defence of human rights, democratic values, civil liberties and the rights of Sabah under the Malaysia Agreement 1963.
As one of the early Sabahans awarded a Colombo Plan scholarship, he pursued his studies abroad before returning home to serve his state and country with integrity and principle.

He also became the first chairperson of Proham, a civil society organisation formed by former Suhakam commissioners to continue the promotion of human rights.
Simon’s impact on C4 Center was deeply personal and formative. Cynthia Gabriel, founding director, recalls reaching out to him at the inception of C4 Center to lead its advisory board.
Though he was already serving in several significant oversight and statutory roles, his immediate and enthusiastic response set the tone for his longstanding commitment to the organisation’s mission.
He stood shoulder to shoulder with C4 Center in its earliest years, contributing not just leadership but cheer, insight and camaraderie — accompanying key engagements and even challenging established barriers to advance the work of anti-corruption and the protection of human rights.
Those who worked closely with him remember him as “cheerful in spirit, yet so distinguished” – a man who fought the good fight with courage and joy.
“His legacy will continue to inspire all of us committed to justice, good governance and principled public engagement. We honour his life, leadership and unwavering contribution to this nation and to civil society,” the C4 Center Advisory Board said.
