CAP: Apakah projek yang dicadangkan di Permatang Damar Laut?

Persatuan Pengguna Pulau Pinang (CAP) menggesa Ketua Menteri Pulau Pinang Lim Guan Eng mengumumkan kepada penduduk negeri ini khususnya golongan nelayan di kawasan Permatang Damar Laut apakah tujuan kerja-kerja mengukur, menanda kawasan dan menggali dasar laut dilakukan oleh sebuah syarikat di kawasan berkenaan.

CAP kesal walaupun perkara ini telah CAP kemukakan kepada pihak jabatan, agensi serta Exco kerajaan negeri untuk mengetahui apakah tujuan projek tambak laut yang akan dilaksanakan di kawasan itu nanti, pihak berkenaan langsung tidak tahu tentang projek berkenaan malah ada yang tidak memberi jawapan terhadap soalan-soalan yang CAP kemukakan kepada mereka.

Pihak-pihak berkenaan ialah Pejabat Tanah Daerah Barat Daya, Majlis Bandaraya Pulau Pinang, Jabatan Perancang Bandar dan Desa Pulau Pinang, Exco Kerajaan Tempatan Chow Kon Yeow dan Exco Alam Sekitar Phee Boon Poh.

Justeru kami meminta Lim Guan Eng, selaku Exco Hal Ehwal Tanah dan Pembangunan Tanah Pulau Pinang, memberitahu apakah tujuan kerja-kerja mengukur dan menggali dasar laut dilakukan di kawasan Permatang Damar Laut di sini termasuk bukit dan hutan di Pantai Indah di tempat itu.

Oktober lalu CAP telah membuat tinjauan di kawasan terbabit dan mendapati kerja-kerja mengukur, menanda kawasan dan menggali dasar laut sedang dilakukan oleh pekerja-pekerja syarikat yang terlibat. Malah kalangan nelayan dan penduduk tempatan yang ditemui juga tidak mengetahui apakah tujuan sebenar kerja-kerja tersebut dilakukan.

Berikutan dengan ini, Lim Guan Eng, yang juga Exco Penerangan, perlu memberi penjelasan secara terperinci kepada rakyat negeri ini apakah jenis projek pembangunan yang bakal dilaksanakan di kawasan itu dan kesannya kepada penduduk setempat.

CAP bimbang dan percaya jika projek tambak laut dilaksanakan di kawasan berkenaan ia akan menjejaskan alam sekitar dan kehidupan 300 nelayan pantai yang bergantung hidup kepada sumber laut di kawasan tersebut. CAP membantah keras jika projek tambak laut hendak dilaksanakan di sini dan menggesa projek itu dibatalkan segera.

What project has been proposed in Permatang Damar Laut?

The Consumers’ Association of Penang (CAP) has urged Penang Chief Minister Lim Guan Eng to announce to the people in the state especially fishers in Permatang Damar Laut, the purpose of work being carried out by a company in this area, comprising survey and measuring work, marking the area and digging the seabed

CAP is disappointed that although the query has been submitted to several departments, agencies and members of the state executive council to find out the objectives of the proposed project, which we believe is to conduct coastal reclamation in the area, the authorities did not know about the project, and some did not provide answers to the questions raised by CAP.

The agencies concerned are the South West District and Land Office, Penang Island City Council, Town and Country Planning Department of Pulau Pinang, Local Government Exco Chow Kon Yeow and Environment Exco Phee Boon Poh.

Therefore, we request Lim Guan Eng, as the Penang Land Affairs and Land Development Executive Council member, to explain the purpose of the survey and measuring work and seabed exploration in Permatang Damar Laut including the hills and forest in Pantai Indah in the surrounding area.

Last October, CAP had conducted a survey in this area and found that measuring work, marking and seabed exploration were being carried out by several workers of a company. In fact, the local community and fishers that we met did not know the true nature of the work being conducted here.

Hence, the chief minister, who also happens to be the information Exco member, must explain in detail to the people of this state what development project has been earmarked for implementation in the area and the potential impact to the local community.

CAP is concerned and believes that if there is indeed a reclamation project slated for implementation in this area, it would affect the environment, lives and livelihood of the 300 fishers who are dependent on marine resources in the area. CAP strongly objects to any coastal reclamation project in this area and urges the state government to reject any such project here.
