The Malaysian Bar commends the government for the passage of the Anti-bully Bill 2025 in the House of Representatives – a landmark development that establishes in Malaysia a legal definition of bullying and creates a dedicated civil tribunal to hear related complaints.
This progressive legislation signals a decisive, overdue commitment to safeguarding children and to ensuring safer and more respectful environments in schools and institutions across the nation.
By empowering the ‘Tribunal for Anti-bully’ to address complaints and award compensation of up to RM250,000, the passed bill provides victims with meaningful access to justice while sending a strong deterrent message.
The inclusion of rehabilitative elements, such as counselling or parenting support orders for guardians of offenders, reflects a restorative approach aligned with contemporary principles of justice, reform and accountability.
The Malaysian Bar also welcomes the government’s expressed intention to study the possibility of extending the scope of the bill in 2026 to include individuals aged 18 and above, particularly those in higher education settings.
