Asia Pacific law group reiterates concern about implementation of death penalty in Singapore

LAWASIA notes with concern that Pannir Selvam Pranthaman is scheduled to be executed in Singapore on 20 February.

Pannir was convicted in 2017 of drug trafficking and a mandatory death penalty was imposed.

In 2018 LAWASIA called for a moratorium on the implementation of the death penalty in the Asia Pacific region. Specifically, the LAWASIA council:

  • called on governments in the Escap region [the UN’s regional development arm for the Asia Pacific] which currently retain the death penalty to

review their respective policies on capital punishment and

  • called for a moratorium on the implementation of the death penalty in any jurisdiction or territory in the Escap region which is in the process of undertaking a review of its policy on the death penalty

LAWASIA reiterates its 2018 resolution.

Consistent with the 2018 resolution, LAWASIA supports the statement issued by the Commonwealth Lawyers Association on 18 February, in which it:

  • called upon the government of Singapore to adhere to international human rights standards and obligations and
  • called upon the president of Singapore to reconsider exercising the clemency powers under Article 22P(1) of the constitution of Singapore in Pannir’s case, with the aim of commuting his death sentence
