[ENGLISH VERSION BELOW] Eliminating Deaths and Abuse in Custody Together (Edict) sekali lagi ingin mengajak masyarakat untuk memberikan perhatian terhadap isu yang dibangkitkan oleh ketua polis negara pada 1 Januari lalu.

Isu ini dilihat seolah-olah tidak mendapat sokongan pegawai atasan dalam polis sendiri dan juga kerajaan. Mengapakah mereka semua berdiam diri tatkala ketua polis negara memerlukan sokongan?

Ketua polis dengan jelas menyatakan beliau sedang berhadapan dengan satu isu yang serius iaitu “kartel polis” dalam polis. Kartel ini bersekongkol dengan penjenayah dalam memastikan aktiviti jenayah dapat berjalan dengan lancar.

Edict ingin menasihatkan ketua polis membuat satu laporan polis memandangkan terdapat unsur jenayah dalam hal ini.

Mengikut Seksyen 13 Kanun Prosedur Jenayah mana-mana orang yang mengetahui atau mempunyai maklumat berkenaan apa-apa kesalahan di bawah Kanun Keseksaan yang dinyatakan di dalam seksyen tersebut mempunyai obligasi undang-undang untuk membuat satu aduan polis.

Pada masa yang sama Seskyen 20 Akta Polis 1967 turut memandatkan semua tugas-tugas yang perlu dipatuhi oleh semua anggota polis dengan setia.

Adalah turut menjadi kebiasaan bagi pegawai-pegawai polis menasihatkan mereka yang mengetahui mengenai terdapatnya apa-apa kejadian jenayah untuk hadir ke balai polis bagi membuat laporan.

Di dalam isu kartel polis, adakah beliau sudah melaporkan kepada polis untuk menyiasat dan seterusnya mengambil tindakan-tindakan perlu dalam hal ini?

Sekiranya sudah, Edict ingin menggesa pihak polis agar menyiasat dan mengambil tindakan terhadap aduan tersebut. Edict juga berharap siasatan dapat dijalankan dengan telus, professional dan penuh integriti.

Sekiranya belum membuat laporan, Edict berharap agar ketua polis dapat membuat satu laporan polis berkenaan isu kartel polis ini dan secara khusus terhadap para pegawai polis yang terlibat dan seterusnya mengambil tindakan-tindakan sewajarnya menurut undang-undang.

Edict ingin mengulangi pendirian kami bahawa kami sangat menghargai kerja-kerja yang dilakukan oleh anggota polis, namun pada masa yang sama, polis perlu memastikan para anggota bersikap amanah, berintegriti dan jujur dalam melakukan tugas tugas mereka.

Criminal cartel in the police force: Has the inspector general lodged a police report?

Eliminating Deaths and Abuse in Custody Together (Edict) would like to once again urge the public to give attention to the issue raised by the inspector general of police on 1 January.

This issue seems not to have raised any support nor concern from relevant stakeholders. Why is this so?

The inspector general states he is facing a serious issue, which is the “police cartel” in the police force. This simply means that there are policemen who conspire with criminals to ensure their illegal activities run smoothly.

Edict advises the inspector general to lodge a police report, taking into account there are elements of criminality in this case.

According to Section 13 of the Criminal Procedure Code, any person who is aware or has information regarding any offences under the Penal Code specified in the particular section, has a legal obligation to lodge a police complaint.

In addition, Section 20 of the Police Act 1967 also mandates that all police personnel must faithfully comply with all duties.

It is also customary for all police officers to advise anyone who knows about the commission of any criminal incident to lodge a report at the police station.

As for the concern over the police cartel raised by the inspector general, the issue arises whether he has reported this to the police, to investigate and take the necessary action.

If he has, Edict urges the police to investigate and take immediate action accordingly with the complaint. Edict also hopes that such an investigation can be conducted transparently, professionally and with the highest integrity.

If no report has been lodged, Edict urge the inspector general to lodge a police report on the issue of the police cartel, specifically against the police officers involved so that appropriate action can be taken according to the law.

Edict would like to reiterate our position. We highly appreciate the work done by the police. Nevertheless, the police must ensure their members are trustworthy and honest in carrying out their duties with the highest integrity.

Edict, you folks are one of a kind!
The IGP lodging a police report about the existence of of the “police cartel” in the police force?
That will be something, won’t it Edict?
But as with other ‘sensitive’ reports, if it comes to pass, it will be stamped “NFA”!!
