[ENGLISH VERSION BELOW] Sahabat Alam Malaysia (SAM) amat kecewa dengan keputusan terkini kerajaan “Madani” berhubung pelanjutan syarat lesen operasi Lynas sehingga Mac 2026.

Kami keliru dengan pusingan U yang dibuat oleh kerajaan daripada keputusan awalnya. Kerajaan mesti menjelaskan mengapa perubahan hati ini, sedangkan sebelum ini, ia mengambil berat tentang komponen radioaktif dalam aktiviti syarikat Lynas.

Menurut kenyataan media menteri sains, teknologi dan inovasi, pembalikan keputusan bahawa aktiviti cracking dan leaching syarikat akan diteruskan tertakluk kepada syarat Lynas hendaklah memastikan kandungan radioaktif dalam residu water leach purification di bawah 1 Bq/g melalui program R&D yang diterajui oleh pakar tempatan.

Paras semasa komponen radioaktif adalah pada 6-7 Bq/g dan bagaimana pakar tempatan akan menurunkan ini ke paras di bawah 1 Bq/g adalah dipersoalkan.

Nampaknya keputusan Lembaga Perlesenan Tenaga Atom adalah berdasarkan penemuan kajian awal di peringkat makmal yang menunjukkan bahawa bahan radioaktif daripada thorium boleh diekstrak keluar daripada residu water leach purification sehingga residu ini boleh dilepaskan daripada kawalan perundangan di bawah Akta Perlesenan Tenaga Atom 1984.

Tiada penjelasan telah diberikan tentang bagaimana tahap radioaktif akan diturunkan.

Adakah kajian tempatan ini termasuk penyelidikan CondiSoil yang telah ditolak sebelum ini atau percubaan makmal lain yang belum terbukti? Orang ramai memerlukan ketelusan dan kementerian perlu menjelaskan butiran penyelidikan.

SAM amat keliru dengan penjelasan ini dan menyeru untuk kerajaan lebih telus dan membuat pendedahan awam tentang kajian ini dan butirannya.

Pembalikan keputusan kerajaan berdasarkan kajian awal ini sama sekali tidak meyakinkan atau memberi jaminan dari segi kesihatan awam dan perlindungan alam sekitar.

Kerajaan perlu lebih bertanggungjawab dan telus dalam hal ini, dan kementerian perlu menjelaskan butir-butir penyelidikan tersebut.

Ia jelas dari orientasi kerajaan untuk menjana wang daripada industri nadir bumi tetapi ini tidak harus menjejaskan kesihatan rakyat dan alam sekitar.

Lynas operating licence: SAM disappointed with government’s U-turn

Sahabat Alam Malaysia (SAM) is most disappointed to learn about the “Madani” (Civil) government’s latest decision with regard to extending Lynas’s operations till March 2026.

We are baffled by the U-turn made by the government from its earlier decision. The government must explain the reason for the change of heart, when earlier, it was concerned about the radioactive component of the company’s activities.

According to the statement from the science, technology and innovation minister, this reversal of decision that the cracking and leaching activities of the company will continue is subject to the condition that Lynas ensures that the radioactive content in the water leach purification residue is below 1 Bq/g through an R&D programme led by local experts.

The current level of the radioactive component is at 6-7 Bq/g and how local experts are going to get this down to below 1 Bq/g is quite baffling and questionable.

It seems the decision of the Atomic Energy Licensing Board was based on the findings of a laboratory-level preliminary study, which showed that the radioactive material from thorium can be extracted from the water leach purification residue until this residue no longer needs to be regulated under the Atomic Energy Licensing Act 1984.

No explanation has been given on how the radioactive level is going to be brought down.

Does the local experiment include the CondiSoil research which was rejected before or is there another yet-to-be-proven laboratory experiment?

SAM is most baffled by this explanation and calls for more transparency and public disclosure on what this study is about and its details.

A reversal of the government decision based on this preliminary study does not at all sound convincing or assuring from a public health and environmental standpoint.

The government needs to be more accountable and transparent in this regard, and the ministry needs to come clean about the details of the research.

It is clear that the government’s orientation is to make money from the rare earth industry, but this cannot be at the expense of people’s health and the environment.

We reiterate our call for a public disclosure of the preliminary study urgently.
