[ENGLISH VERSION BELOW] Pusat Kesedaran Wanita (WCC) ingin memberi respons kepada pandangan pensyarah MRSM Baling, Norazizi Samsudain, tentang isu rogol yang baru-baru ini dihebahkan melalui Instagram.

Dalam video beliau yang kini sudah dipadamkan, yang telah membawa kepada lebih daripada 25,000 tandatangan petisyen serta reaksi negatif terhadap beliau, Norazizi menyangkal hasil kajian sebuah infografik (carta pai) tentang punca-punca jenayah rogol yang dihebahkan oleh WCC melalui media sosial sebelum ini.

Norazizi menyalahkan mangsa kerana menyebabkan rogol melalui pakaian dan kelakuan mereka. Menurut beliau, hanya dua daripada 10 kes adalah kes rogol yang benar atau sahih. Beliau percaya bahawa majoriti kes melibatkan keadaan “suka sama suka” di mana wanita menyalahkan lelaki apabila perhubungan mereka tidak menjadi.

Kenyataan Norazizi bukan sahaja salah dari segi fakta, malah mudah disalah tafsir serta memudaratkan.

Untuk rekod, infografik WCC itu bukan tentang hasil kajian. Sebaliknya, ia adalah kenyataan prinsip, undang-undang dan hak asasi manusia yang dipegang teguh oleh WCC bersama dengan banyak kerajaan, organisasi serta wanita dan lelaki di seluruh dunia: pada dasarnya, wanita tidak harus dipaksa mengadakan hubungan seks tanpa kerelaan.

Statistik polis secara konsisten menunjukkan bahawa sekitar 80% mangsa rogol di Malaysia adalah kanak-kanak perempuan di bawah umur 18. Setakat tahun 2018, hampir 65% mangsa rogol kanak-kanak dan hampir 80% mangsa sumbang mahram berumur di bawah 15 tahun. Lebih daripada 90% daripada rogol kanak-kanak dilakukan oleh ahli keluarga atau rakan yang dipercayai. Kanak-kanak kecil dan bayi tidak terkecuali. Adakah ini salah mereka juga?

Mangsa rogol mengalami pelbagai akibat yang membinasakan, termasuk hamil luar kehendak, penyakit kelamin dan trauma sepanjang hidup. Seorang mangsa yang melaporkan jenayah rogol menghadapi risiko serius seperti ugutan terhadap nyawa dan keselamatan mereka, cemuhan atau stigma keluarga dan masyarakat serta kehilangan reputasi dan peluang pekerjaan.

Akhirnya, kebanyakan mangsa tidak melaporkan jenayah itu. Sebaliknya, mereka membisu sambil menanggung penderitaan. Wanita tidak cenderung mencipta cerita palsu untuk menuduh lelaki dengan sewenang-wenangnya. Idea ini adalah mitos lapuk yang tidak berasaskan realiti.

Pilihan pakaian seseorang wanita, serta cara beliau bercakap atau berkelakuan, tidak pernah, tidak akan dan tidak samasekali mengundang lelaki untuk mencabuli tubuh beliau tanpa kerelaan. Lelaki bukan binatang buas yang tidak mampu mengawal diri. Wanita bukan sasaran mudah yang boleh dibaham sesuka hati. Pemikiran begini memburukkan lagi pelbagai masalah sedia ada yang menghalang mangsa rogol dan jenayah seksual untuk tampil melaporkan jenayah dan menuntut keadilan.

Pendek kata, walaupun Norazizi sendiri bukan perogol, namun idea-idea beliau berkemampuan untuk memupuk “budaya rogol” (rape culture) yang toksik. Sebagai seorang pengajar minda muda yang profesional, kenyataan beliau amat mengecewakan.

Sebagai seorang lelaki, Norazizi mempunyai banyak peluang untuk menyumbang kepada usaha menghentikan jenayah rogol dan semua bentuk keganasan terhadap wanita. Mangsa harus disokong, bukan disalahkan. Kami menyeru agar Norazizi menumpukan tenaga beliau ke arah mencari penyelesaian yang berkesan.

Victim blaming perpetuates silence and injustice

The Women’s Centre for Change (WCC) would like to respond to MRSM Baling lecturer Norazizi Samsudain’s views on rape, recently expressed via Instagram.

In his now-deleted video, which has since garnered over 25,000 petition signatures and a massive online backlash against him, Norazizi disputes the “study findings” (hasil kajian) of an infographic (pie chart) on the causes on rape which WCC had earlier issued on social media.

He proceeds to blame victims for causing rape through their clothing and behaviour. According to him, only two out of 10 cases are “real” rape cases. He believes that the majority of cases involve consensual sexual encounters where women turn around and accuse men of rape when things go wrong.

Norazizi’s statements are not only factually wrong, they are misleading and dangerous.

For the record, the infographic is not depictive of research findings. It is a definitive statement of principle, law and human rights that the WCC together with countless other governments, organisations and women and men across the world uphold: that no woman deserves to be forced or coerced into sex without her consent.

Police statistics consistently indicate that around 80% of rape victims in Malaysia are girl children below 18d. As at 2018, nearly 65% of child rape victims and almost 80% of incest victims were below 15 years old. Over 90% of child rapes are committed by trusted family members or friends. Toddlers and babies are not spared. Is it their fault they are raped?

Rape victims face a host of devastating consequences including unwanted pregnancies, sexually transmitted diseases and lifelong trauma. They report the crime at tremendous personal and professional cost: threats to their lives and safety, societal and family stigma, and loss of reputation and livelihoods. As a result, most victims end up never reporting the crime, choosing instead to suffer in silence. Women do not simply make up stories to falsely accuse men. This idea is a convenient myth with no basis in reality.

How a woman dresses, and how she chooses to speak or behave, is not, has never, and will never be an invitation to violate her body against her will. Men are not animals who have no control over how they react. Women are not free game for the taking. Perpetuating such views reinforces the already overwhelming barriers that rape and other sexual assault victims face in coming forward to report the crimes and access justice.

In short, Norazizi, you do not need to be a rapist to perpetuate rape culture. As an educator of young minds, you have let your profession, your students and your country down. As a man, you have much to contribute towards stopping rape and other forms of violence against women. Victims need support, not blame. Stop being part of the problem, and join the rest of the world in finding real solutions.

Very good article! Criminals being the crooks that they are will never cease such ludicrous folly. Blaming the victims is not a criminal defence!
