Pembentangan rang undang-undang anti-lompat parti tidak boleh ditangguh lagi (Malay/English)

[ENGLISH VERSION BELOW] Gabungan Pilihan Raya Bersih dan Adil (Bersih) merujuk kepada laporan berita Utusan Malaysia pada 13 Mac yang memetik sumber Jabatan Perdana Menteri bahawa pembentangan rang undang-undang anti-lompat akan ditangguhkan ke tarikh lain yang sesuai.

Menurut Ketua Pembangkang Anwar Ibrahim, Perdana Menteri Ismail Sabri berjanji untuk membentangkan RUU itu di Parlimen minggu lalu, satu kenyataan yang tidak dinafikan kerajaan.

Kami melihat penangguhan pembentangan RUU ini dengan kekecewaan dan kebimbangan yang serius. Kami menyeru kerajaan untuk membentangkan RUU ini secepat mungkin dalam sidang parlimen ini untuk meyakinkan orang ramai bahawa mereka masih komited dengan perjanjian reformasi yang ditandatangan bersama pembangkang.

Kerajaan tidak sewajarnya menangguhkan pembentangan rang undang-undang tersebut kepada sidang parlimen akan datang. Memorandum Persefahaman transformasi politik yang dimeterai antara kerajaan persekutuan dan Pakatan Harapan menyatakan reformasi ini perlu dilaksanakan selewat-lewatnya pada persidangan pertama sidang parlimen kelima.

Kami menyeru rang undang-undang ini dihantar untuk semakan oleh jawatankuasa pilihan parlimen selepas bacaan pertama bagi mendapatkan input dan maklum balas daripada semua pihak berkepentingan melalui proses yang telus.

Semasa pilihan raya negeri Melaka pada November 2021, presiden Umno Zahid Hamidi berjanji akan membentangkan enakmen anti- lompat di peringkat negeri untuk mengukuhkan kestabilan politik di negeri tersebut.

Pada pilihan raya negeri Johor, Menteri Besar Hasni Mohammad juga berjanji sebagai sebahagian daripada manifesto bahawa rang undang-undang anti-lompat akan menjadi keutamaan Barisan Nasional jika mereka memenangi pilihan raya tersebut.

Memandangkan BN berjanji untuk menggubal undang-undang seumpama itu di peringkat negeri dan mereka telah pun menang di kedua-dua negeri, serta sebahagian daripada kerajaan persekutuan, mereka tidak seharusnya berlengah-lengah lagi dalam membentangkan rang undang-undang anti-lompat dalam sidang parlimen kali ini bagi memudahkan kelulusan undang-undang tersebut di peringkat negeri di Melaka dan Johor seperti yang dijanjikan dalam manifesto pilihan rayanya. – Bersih

Tabling of law to curb political defections should not be delayed further

The Coalition for Clean and Fair Elections (Bersih) refers to an Utusan Malaysia news report on 13 March quoting a source from the Prime Minister’s Department that the tabling of an anti-hopping law [to curb political defections] will be postponed to a suitable date.

According to Opposition Leader Anwar Ibrahim, Prime Minister Ismail Sabri promised to table the bill in Parliament recently, a statement that the government has not denied.

We view the postponement of the tabling of the bill with disappointment and grave concerns. We call on the government to table the bill as soon as possible in this parliamentary sitting to convince the public that it is still committed to the reform agreement it signed with the Opposition.

The government should not delay the tabling of the bill to next parliamentary sitting as well. The Memorandum of Understanding on p0olitical transformation, signed between the government and Pakatan Harapan, states that this reform should be implemented no later than the first sitting of the fifth parliament session.

We call on the bill to be sent for review by a parliamentary select committee after the first reading in order to get input and feedback from all stakeholders through a transparent and participatory process.

During the Malacca state election in November 2021, Umno party president Zahid Hamidi promised they would table an anti-hopping enactment at the state level to “strengthen political stability in the state”. At the recent Johor state election, Menteri Besar Hasni Mohammad promised as part of the manifesto that an anti-hopping law would be Barisan Nasional’s top priority if they won the Johor election.

Given BN’s promises to enact such a law at the state level and that they have won in both states, the federal government, of which BN is part, should not delay further in tabling the anti-hopping bill in this parliamentary sitting in order to facilitate the passage of such a law at the state level in Malacca and Johor,  as promised in its election manifesto. – Bersih

The kleptocrats are winning because majority of the rural voters are still hardcore ethno religious nationalist supporters for the last 60 years. If the opposition are still not united before GE15, we will be seeing the return of the Boss and the reversal of many court cases. Sombre mood ahead, as passengers are still arranging deck chairs on the Titanic.
