Penubuhan kaukus parlimen demokrasi pelbagai parti (Malay/English)

[ENGLISH VERSION BELOW] Kami dengan sukacita dan penuh takzimnya mengumumkan penubuhan sebuah Kaukus Parlimen yang dikenali sebagai Kaukus Parlimen Demokrasi Pelbagai Parti di bangunan Parlimen pada Rabu, 20 Julai.

Gabungan Pilihan Raya Bersih dan Adil (Bersih) merupakan sekretariat kepada Kaukus ini. Yang di-Pertua Dewan Rakyat Azhar Azizan Harun juga telah dimaklumkan tentang penubuhan kaukus ini melalui surat rasmi bertarikh 18 Julai.

Objektif kaukus ini adalah bagi menggalakkan dialog, penglibatan dan penyertaan rentas parti di Parlimen untuk isu-isu reformasi institusi terutamanya Dewan Rakyat; dan untuk memudahkan penyertaan orang awam dalam proses parlimen. Kaukus ini adalah penting untuk memupuk dan memandu persaingan pelbagai parti yang sihat dan produktif bagi melahirkan udara demokrasi yang lebih baik di Malaysia.

Dalam mesyuarat pada Selasa, 19 Julai, kaukus telah melantik kami berdua sebagai konvener bersama. Kami berterima kasih atas amanah ini dan dengan sokongan padu rakan-rakan dalam kaukus, akan memajukan agenda reformasi ini dengan sedaya-upaya kami.

Sebagai permulaan, ahli-ahli kaukus telah bersetuju untuk mengkaji mengenai dan menggerakkan usaha untuk menyemak peraturan-peraturan mesyuarat Dewan Rakyat bagi menambahbaik operasi parlimen termasuk memperkenalkan urusan bukan kerajaan (backbenchers kerajaan dan ahli-ahli pembangkang) serta mempermudahkan rang undang-undang ahli persendirian dan digitalisasi proses-proses parlimen, memperkasa jawatankuasa-jawatankuasa pilihan parlimen, serta mengadakan perbincangan atau pendengaran bersama pihak berkepentingan seperti pakar-pakar, masyarakat sivil, media dan orang ramai berkenaan agenda pemerkasaan parlimen dan pengukuhan demokrasi.

Kami juga mengambil berat tentang ketidakseimbangan gender dalam kepimpinan kedua-dua Dewan Rakyat dan Dewan Negara dan melihat peri pentingnya untuk barisan timbalan Yang di-Pertua di kedua-dua Dewan menggambarkan kepelbagaian dalam gender, wilayah dan kepartian.

Kami, seluruh ahli kaukus ini, amat berharap semoga platform ini dimanfaatkan seoptimumnya oleh semua pihak dalam usaha memperkasakan peranan sebenar para Ahli Parlimen terutamanya backbenchers kerajaan dan ahli-ahli pembangkang selaku pembuat undang-undang dan dasar negara sekaligus menjadikan institusi Parlimen benar-benar profesional dan bertaraf dunia.

Establishment of parliamentary caucus for multi-party democracy

We are pleased to announce the launch of the Parliamentary Caucus for Multi-Party Democracy at the Parliament building on Wednesday, 20 July.

The Coalition for Clean and Fair Elections (Bersih) serves as the secretariat for the caucus. The Speaker of the House of Representatives, Azhar Azizan Harun, was also informed of the establishment of this caucus through an official letter dated 18 July.

The objective of this caucus is to encourage dialogue, engagement and cross-party participation in Parliament on institutional reforms, especially that of the House of Representatives and to facilitate public participation in the parliamentary process.

This caucus is essential to foster and drive healthy and productive multi-party competition to enhance the democratic atmosphere in Malaysia.

At a meeting on Tuesday, 19 July, the caucus nominated us as co-conveners. Our sincere appreciation goes out to our colleagues in the caucus for their trust, and with their support, we will do our very best to advance the reforms.

As a first step, members of the caucus have agreed to explore and pursue matters like the revision of standing orders of the House of Representatives to improve parliamentary operations by introducing ‘non-governmental business time’ (for government backbenchers and opposition MPs) and facilitating the adoption of private members’ bills and digitisation of parliamentary processes, the empowerment of the parliamentary select committees, as well as holding discussions or hearings with stakeholders, namely experts, civil societies, the media and the public on the agenda of empowering Parliament and strengthening democracy.

Additionally, we are concerned about the gender imbalance in the leadership of the House of Representatives and the Senate, and we see the importance of having deputy speakers or deputy presidents at both Houses that reflect diversity in terms of gender, region and partisanship.

We, as members of the caucus, wish to see this platform to benefit optimally all quarters in efforts to empower MPs – especially government backbenchers and members of the opposition – as national lawmakers and policymakers and to make our Parliament truly professional and world class.
