[ENGLISH VERSION BELOW] Women’s Aid Organisation (WAO) menyokong penuh cadangan Kasthuri Patto mengenai pindaan terhadap peraturan-peraturan mesyuarat Dewan Rakyat, yang akan memperkukuhkan penguatkuasaan terhadap kenyataan seksis, rasis dan menyinggung yang dilakukan oleh Ahli Parlimen di Dewan Rakyat.

Hinaan yang berbaur seksis dan rasis baru-baru ini yang dilakukan oleh Abdul Azeez Abdul Rahi terhadap Kasthuri adalah tindakan yang tidak dapat diterima.

Serangan berasaskan gender terhadap Ahli Parlimen wanita dan ahli politik lain bukanlah perkara yang baru atau kali pertama. Mereka mewakili corak keganasan dan diskriminasi berasaskan gender yang lebih besar terhadap pemimpin wanita dan wanita secara umum – dan menjadi asbab mengekang penyertaan wanita dalam politik dan kebebasan berekspresi.

Sepanjang sejarah di Parlimen, apabila hinaan berbaur seksis dan rasis terjadi, tidak ada tindakan yang serius diambil ke atas pelaku tersebut. Sekiranya berlaku lagi, Ahli Parlimen hanya diminta untuk menarik balik kenyataan mereka dan membuat permohonan maaf, tanpa ada sebarang kesan. Cadangan Kasthuri untuk meminda peraturan tetap mesyuarat di bawah Peraturan Perbahasan, Seksyen 36, akan membantu mengatasi budaya pengecualian dari hukuman (impunity) terhadap serangan berasaskan gender oleh Ahli Parlimen.

Pindaan pertama yang dicadangkan akan secara tidak langsung merujuk kepada Ahli Parlimen yang membuat kenyataan berbaur seksis, rasis atau sebarang kenyataan menyingung atau menggunakan perkataan yang cenderung dan mendorong kepada niat buruk terhadap masyarakat lain kepada Jawatankuasa Hak dan Kebebasan untuk diselidik, sementara pindaan kedua yang dicadangkan adalah memberi denda bayaran penalti sekurang-kurangnya RM500 bagi mana-mana Ahli Parlimen yang didapati melakukan pelanggaran oleh Jawatankuasa Hak dan Kebebasan.

WAO menggesa agar Yang Di-Pertua Dewan Rakyat dan pengerusi Jawatankuasa Peraturan-peraturan Mesyuarat Dewan Rakyat, Azhar Azizah Harun, untuk membawa usul ini kepada jawatankuasa tersebut dan membantu mengubah budaya pengecualian dari hukuman (impunity) ini.

Ahli Parlimen yang menjadi wakil rakyat mesti berpegang kepada piawaian tingkah laku yang tinggi.

Kita tidak boleh bertoleransi terhadap serangan ke atas ahli politik wanita dan suara wanita, yang juga merupakan serangan terhadap demokrasi di negara ini.

WAO supports MP’s call to amend standing orders to prevent sexism in Parliament

Women’s Aid Organisation (WAO) supports Kasthuri Patto’s proposal of two amendments to the standing orders of Parliament, which would strengthen enforcement against sexist, racist and offensive remarks made by MPs in Dewan Rakyat.

The recent racial and sexist slurs made by Abdul Azeez Abdul Rahi towards Kasthuri were unacceptable.

Gender-based attacks against women Members of Parliament and other politicians are not new or one-off occurrences. They represent a larger pattern of gender-based violence and discrimination against women leaders and women generally – and serve to deter and curb women’s political participation and freedom of expression.

Throughout the history of Parliament, when incidents of racism and sexism have occurred, there have been no serious consequences for the offender. When such issues have arisen, the MP is simply told to retract his statement and make an apology, with no further repercussions. Kasthuri’s proposal to amend the Dewan Rakyat standing orders under the Rules of Debate, Section 36, would help remedy the culture of impunity for gender-based attacks by members of Parliament.

The first proposed amendment would automatically refer any MP who makes a sexist, racist, or other offensive remark or uses words that are likely to promote ill-will between different communities to the Committee of Privileges for an inquiry, while the second proposed amendment would impose a penalty of at least RM500 for any MP found by the Committee of Privileges to have committed a violation.

WAO urges Dewan Rakyat Speaker and chairperson of the Standing Orders Committee, Azhar Azizan Harun, to carry this motion to the committee and help change the established culture of impunity.

MPs who represent the people must hold themselves to high standards of conduct.

We must have zero tolerance for attacks against women politicians and women’s voices, which are attacks on our democracy itself.
