Pertemuan timbalan PM kedua dan ketua pembangkang langkah mengukuhkan demokrasi (Malay/English)

[ENGLISH VERSION BELOW] Gabungan Pilihan Raya Bersih dan Adil (Bersih) mengalu-alukan pertemuan antara timbalan PM kedua Fadillah Yusof bersama ketua pembangkang parlimen Hamzah Zainudin, ketua whip pembangkang Takiyuddin Hassan dan ahli parlimen Beluran Ronald Kiandee.

Bersih mengucapkan tahniah kepada pihak pembangkang dan kerajaan persekutuan yang kini boleh duduk semeja.

Ini adalah satu permulaan yang baik untuk menstabilkan politik negara dengan kerajaan dan pembangkang boleh duduk di meja rundingan bagi merumuskan isu-isu berkenaan reformasi dan tatakelola yang baik.

Bersih melihat ini adalah langkah yang perlu bagi mengukuhkan proses transisi demokrasi di Malaysia, supaya wakil-wakil rakyat serta ahli politik kembali memfokuskan tenaga untuk membangunkan negara.

Bersih sebelum ini telah beberapa kali menyeru agar diadakan satu persefahaman di antara kerajaan dan pembangkang supaya mereka dapat bekerjasama serta bersaing secara profesional bagi menjana kestabilan politik, seterusnya membantu proses pembangunan negara dan mengurangkan sengketa politik yang tajam sehingga tidak ada ruang perbincangan.

Bersih berharap melalui perbincangan ini dapat membuka jalan kepada satu memorandum persefahaman (MoU) seperti yang dilaksanakan semasa zaman Perdana Menteri Ismail Sabri Yaakob.

MoU boleh meliputi 10 reformasi yang melibatkan reformasi pilihan raya dan reformasi institusi seperti yang dikemukakan di dalam memorandum #Reformasi100peratus oleh Bersih seperti:

  1. Reformasi lantikan ahli-ahli dan pengerusi Suruhanjaya Pilihan Raya (SPR) melalui pembentukan jawatankuasa tetap parlimen hal ehwal pilihan raya (standing committee) untuk menyemak proses dan memberi maklum balas kepada perdana menteri dalam proses lantikan ahli SPR
  2. Reformasi menyahklasifikasi laporan pembaikan sistem dan undang-undang pilihan raya
  3. Reformasi Akta Kesalahan Pilihan Raya
  4. Reformasi pendanaan politik
  5. Reformasi persempadanan semula kawasan pilihan raya
  6. Pemisahan bidang kuasa peguam negara dan pendakwa raya
  7. Moratorium kepada pemberian “DNAA” (pelepasan tanpa pembebasan) oleh peguam negara dalam kes rasuah
  8. Memperkasa institusi Parlimen Malaysia melalui rang undang-undang perkhidmatan parlimen dan meminda peraturan mesyuarat Dewan Rakyat
  9. Menggubal akta penggal tetap parlimen demi kelangsungan kestabilan politik
  10. Penggubalan akta peruntukan kawasan

Susulan daripada pertemuan antara ketua pembangkang dan timbalan PM kedua baru-baru ini, Bersih berharap natijah yang baik dan segera dapat terhasil.

Peruntukan pembangunan kawasan yang telah lama dinafikan kepada ahli parlimen pembangkang dapat segera diberikan bagi membantu rakyat di peringkat bawah.

Peruntukan ini juga harus segera digubal menjadi satu undang-undang agar formula peruntukan, mekanisme agihan dan perbelanjaan serta keperluan pengauditan untuk ketelusan penggunaan dapat dirumuskan bagi mengelakkan salah guna peruntukan tersebut.

Ini adalah satu parameter yang penting yang perlu dibincangkan antara pembangkang dan juga kerajaan persekutuan. – Bersih

Meeting between second deputy PM and opposition leader: A healthy step towards strengthening democracy

The Coalition for Clean and Fair Elections (Bersih) welcomes the meeting between second Deputy PM Fadillah Yusof, opposition leader Hamzah Zainudin, opposition chief whip Takiyuddin Hassan and Beluran MP Ronald Kiandee.

Bersih applauds the opposition and the federal government for coming together for a dialogue, and opines that the meeting is a good start for political stability, as the government and opposition can negotiate terms to resolve good governance and reform issues.

Bersih views this as a necessary step to strengthen the democratic transition process in Malaysia. Elected representatives and politicians should remain focused on improving this country.

Bersih had previously called for the government and the opposition to compete and cooperate professionally to generate political stability, thereby focusing on the development of our nation and reducing divisive, unconstructive politics.

Bersih hopes that this discussion will pave the way for a memorandum of understanding (MoU) as implemented by then Prime Minister Ismail Sabri Yaakob.

This MoU should include 10 electoral and institutional reforms as presented in the #Reformasi100peratus memorandum by Bersih:

  1. Reform the appointment process for the Election Commission chairperson and members through the formation of a standing committee of Parliament on elections to review the process and provide feedback to the prime minister in the process of appointing Election Commission members
  2. Declassification of the electoral reform committee report
  3. Election Offences Act reform
  4. Political financing reform
  5. Redelineation [redrawing of constituency boundaries] reform to correct malapportionment and gerrymandering
  6. Separation of powers between attorney general and public prosecutor
  7. Moratorium on the granting of a discharge not amounting to an acuittal by the attorney general in corruption cases
  8. Strengthening the institution of Parliament through a parliamentary services bill and amending the standing orders of the House of Representatives
  9. Enacting a fixed-term parliamentary act for political stability
  10. Enacting a constituency development funds law

Following this meeting between the leader of the opposition and the second deputy PM, Bersih hopes that a positive and immediate result can be achieved.

Constituency development allocations that have been denied to opposition MPs should be resolved without discriminating against them any longer.

A law governing such allocations should also be immediately enacted so that the allocation formula, distribution and expenditure mechanisms, as well as auditing requirements for transparency can be formulated to prevent the misuse of these allocations. This is an important parameter that needs to be discussed between the opposition and the federal government. – Bersih
