Pilihan raya 2022: Pendirian iklim yang kukuh diperlu di kalangan pemimpin akan datang (Malay/English)

Malaysia’s climate agenda remains an ad-hoc patchwork of policies and legislations that appear to be cursory

Pada awal hari 14 November, sukarelawan dari Greenpeace Malaysia menyampaikan mesej penting kepada pemimpin masa depan negara dengan membentangkan sepanduk 30m x 30m yang memupuk kalangan orang ramai untuk “Undi Iklim” atau “Vote4Climate” di Dataran Merdeka yang bersejarah.

Sebagai rayuan saat akhir sebelum pilihan raya umum, aktivis-aktivis berharap dapat menggalakkan pengundi memilih calon yang akan mengutamakan agenda iklim, terutamanya kerana saintis-saintis terkemuka dunia berkata kita mempunyai masa kurang daripada satu dekad lagi untuk mengelakkan kesan perubahan iklim yang lebih teruk.

Greenpeace memerhatikan bahawa perlindungan alam sekitar di Malaysia masih kurang memberangsangkan. Menurut penemuan penyelidikan kami, berdasarkan senarai penyata rasmi Hansard parlimen, sepanjang empat tahun kebelakangan ini sejak tahun 2018, wakil daripada semua parti politik hampir tidak menyentuh tentang isu alam sekitar.

Daripada 19,401 soalan di Parlimen, hanya 8.4% (1,634) kata kunci berkaitan alam sekitar telah diutarakan. Istilah “perubahan iklim” atau “climate change” hanya dibincangkan kurang daripada 0.3% (55) kali. “Banjir” atau “flood” merupakan kata kunci ketiga paling banyak disebut dalam penemuan kami, dengan 350 soalan yang menyebut istilah banjir telah dibangkitkan oleh MP.

Walau bagaimanapun, ianya sesuatu yang membimbangkan bahawa isu banjir jarang dikaitkan dengan perubahan iklim. Daripada 350 soalan yang menyebut tentang banjir, hanya 16 (4.6%) yang menyebutnya bersama dengan perubahan iklim.

Nur Sakeenah Omar, juru kempen penglibatan awam Greenpeace Malaysia berkata: “Fokus pilihan raya pada kali ini telah menimbulkan berita lama mengenai wakil dan pengkhianatan parti sedangkan ia sepatutnya mengenai wakil-wakil yang dicalonkan menonjolkan isu-isu dalam menghadapi krisis iklim. Adakah rakyat akan dikhianati dengan berpolitik semata-mata dan bukannya atas dasar alam sekitar kukuh yang mengutamakan kesihatan dan keselamatan kita?

“Krisis iklim yang terus menerus menjejaskan bahagian paling terdedah di rantau ini dan juga penduduknya melalui ribut taufan, banjir dan gelombang haba yang melampau, telah melenyapkan pilihan kita untuk berkembang maju dan membawa kita semua ke dalam permulaan mod kelangsungan hidup. Bagaimanapun, sebagai pengundi, kita mempunyai kuasa untuk mengubahnya dengan membuat keputusan termaklum untuk mengundi ke arah tindakan iklim.”

Tindakan Greenpeace itu berlaku ketika wakil dari Malaysia, yang juga delegasi terbesarnya setakat ini, kini berada di Persidangan Parti Iklim PBB (COP27) di Sharm El-Sheikh, Mesir. Malaysia berharap untuk memberi tumpuan kepada penyesuaian, kewangan iklim dan penyelesaian tempatan untuk menangani perubahan iklim.

Walau bagaimanapun, Greenpeace berkata bahawa agenda iklim Malaysia kekal sebagai tampalan dasar yang tidak bersedia dan perundangan yang kelihatan seperti tergesa-gesa dan tertumpu hanya kepada penyesuaian dan bukannya pencegahan melalui langkah-langkah mitigasi.

Thing Siew Shuen, pengurus kanan program Greenpeace Malaysia, berkata:Agenda perubahan iklim kita berpecah-belah dan tadbir urus alam sekitar telah dibahagikan kepada kementerian yang berbeza. Kita memerlukan rangka kerja perundangan di bawah akta perubahan iklim untuk seorang menteri menyatukan semua jabatan yang berkaitan untuk bertanggungjawab dalam melaksanakan agenda perubahan iklim yang holistik dan komprehensif yang akan merangkumi isu hijau (berkenaan biodiversiti seperti perhutanan) dan isu coklat (berkenaan kesihatan manusia seperti pencemaran udara) serta isu perubahan iklim, seperti hutan, air, pertanian, hakisan pantai, karbon cukai, dan tenaga boleh diperbaharui.

“Baru-baru ini, kerajaan telah mengeluarkan amaran banjir untuk enam negeri dan wilayah pada hujung minggu lepas termasuk Pulau Pinang, Selangor, Johor, Pahang, Kuala Lumpur dan Sarawak, yang merupakan kawasan berisiko banjir. Malaysia memerlukan penyelesaian sistemik untuk menangani krisis banjir yang berulang. Orang ramai kini lebih terdedah,
nyawa dan harta benda mereka terancam setiap tahun.

“Dengan kesan krisis iklim yang semakin teruk, kami menuntut semua parti politik mengambil tindakan segera termasuk, penggubalan akta perubahan iklim, pencemaran jerebu rentas sempadan atau akta udara bersih dan semakan Akta Kualiti Alam Sekitar 1974, dimasukkan ke dalam manifesto pilihan raya mereka untuk menambah baik sistem tadbir urus alam sekitar semasa dan instrumen undang-undang yang memastikan kualiti udara dan air untuk menjamin kesihatan negara.

“Selepas tarikh pengundian 19 November, wakil rakyat kita mesti mengutamakan penggubalan dan pembangunan ketiga-tiga akta ini untuk menjadikan Malaysia lebih selamat, hijau dan lebih berdaya tahan. Kami juga menggesa rakyat untuk mengundi wakil-wakil yang membuat komitmen terhadap perlindungan alam sekitar, yang seterusnya akan melindungi kesihatan dan kesejahteraan generasi akan datang.” – Greenpeace Malaysia

Greenpeace action highlights need for strong climate stance among incoming leaders

Early on 14 November, volunteers and activists from Greenpeace Malaysia delivered an important message to the nation’s future leaders by unfolding a 30m x 30m banner that read, “Vote4Climate” and “Undi Iklim” at the historic Dataran Merdeka.

As a last minute plea before the upcoming general election, the activists hope to encourage fellow voters to choose candidates who will prioritise the climate agenda, especially as the world’s leading scientists say we have less than a decade left to avoid the worst effects of climate change.

Greenpeace notes that environmental protection in Malaysia is still lacklustre. According to our research findings based on the parliamentary Hansard over the last four years since 2018, representatives from all political parties have barely scratched the surface on environmental issues.

Out of the 19,401 questions in Parliament, only 8.4% (1,634) of environment-related keywords surfaced. The term “climate change” or “perubahan iklim” was only discussed fewer than 0.3% (55) of times. “Flood” or “banjir” was the third most mentioned keyword in our findings, with MPs raising 350 questions mentioning flood.

However, it is concerning to note that flooding was rarely attributed to climate change. Of the 350 questions mentioning “flood”, only 16 (4.6%) mentioned it alongside “climate change”.

Nur Sakeenah Omar, Greenpeace Malaysia’s public engagement campaigner, said: “The focus of this election has dug up old news on representatives and party betrayals when it should be about what our nominated representatives have to show on the climate crisis front. Will the rakyat be betrayed by politicking instead of strong environmental policies that prioritise our health and safety?

“The climate crisis that continues to ravage the most vulnerable sectors of the region and its people through typhoons, floods and extreme heat waves, has taken away our choice of thriving and thrown us all into the beginnings of survival mode. However, as voters, we have the power to change this by making an informed decision to vote for climate action.”

The Greenpeace action took place as representatives from Malaysia, its biggest delegation so far, are currently at the UN Climate Conference of Parties (COP27) in Sharm El-Sheikh, Egypt. Malaysia hopes to focus on adaptation, climate finance and local solutions to tackle climate change.

However, Greenpeace says that Malaysia’s climate agenda remains an ad-hoc patchwork of policies and legislations that appear to be cursory and focused on adapting instead of prevention through mitigation.

Thing Siew Shuen, Greenpeace Malaysia’s senior programme manager, said:Our climate change agenda is fragmented, environmental governance has been divided into different ministries. We need a legislative framework under a climate change act for a minister consolidating all relevant departments to be responsible for a holistic and comprehensive climate change agenda that will cover both green (concerning biodiversity such as forestry) and brown issues (concerning human health such as air pollution) as well as climate change policies, such as carbon tax and renewable energy.

“The government recently issued flood warnings for six states and territories over the weekend, including Penang, Selangor, Johor, Pahang, Kuala Lumpur and Sarawak – areas [that] are at risk of flooding. Malaysia needs systemic solutions to address the recurring floods. People are now more vulnerable, our lives and property are at risk with every passing year.

“With the worsening effects of the climate crisis, we demand all political parties to take immediate action by including a climate change act, transboundary haze pollution or clean air act, and the revising of our 1974 Environmental Quality Act into their election manifestos to improve our current environmental governance mechanisms and legal instruments, ensure air and water quality for the health of the nation.

“Following the Nov 19 polling date, our elected representatives must prioritise formulating and implementing these three acts,to make Malaysia safer, greener, and more resilient.

“We also urge the rakyat to vote for representatives who make commitments to environmental protection, and continue to join Greenpeace to pursue and demand the elected representatives to materialise their promises to safeguard our environment after the election.” – Greenpeace Malaysia
