[ENGLISH VERSION BELOW] Eliminating Deaths and Abuse in Custody Together (Edict) ingin mengingatkan anggota polis bahawa mereka bertanggungjawab untuk menegakkan undang-undang dan kesihatan orang yang ditahan.
Pada 17 April, Ahmad Radhi Bin Bashizan, seorang anak muda yang tinggal bersama orang tuanya di Sungai Petani, Kedah telah ditahan oleh pihak polis di luar rumahnya kerana didakwa melanggar perintah kawlan pergerakan.
Beliau memaklumkan kepada anggota polis yang menahannya bahawa beliau baru sahaja menjalani pembedahan di bahagian kaki kiri dan telah dimasukkan besi.
Beliau juga memberitahu anggota tersebut bahawa beliau masih dalam proses pemulihan, yang mana atas nasihat doktor, kakinya tidak boleh menampung beban dalam masa dua bulan.
Anggota-anggota polis tersebut tidak mengendahkan kata-katanya. Mereka terus menggari beliau. Mereka menyuruh pemuda tersebut bersama seorang lagi yang ditahan untuk masuk ke dalam but kereta sebuah kereta peronda polis.

Mereka membawa pemuda tersebut ke sebuah pondok polis di sekitar kawasan perumahan. Beliau terpaksa menahan kesakitan dan sesak nafas semasa diletakkan didalam but kereta polis tersebut.
Daripada pondok polis itu, beliau dibawa ke lokap Ibu Pejabat Polis Daerah Kuala Muda, lebih kurang 20km jaraknya daripada pondok polis tadi.
Semasa di ibu pejabat polis daerah, beliau tidak mengaku melakukan kesalahan. Beliau dibebaskan dengan jaminan polis (jaminan berkelakuan baik) dengan syarat beliau hadir ke mahkamah pada 29 April ini untuk menghadapi pertuduhan.
Semasa melalui pengalaman perit itu, beliau telah merayu untuk menggunakan tongkatnya untuk berjalan namun pihak polis tidak membenarkan.
Beliau terpaksa berjalan sendiri dalam kesakitan dan kesukaran. Beliau terpaksa menahan kesakitan itu dan berkemungkinan akan memberi kesan pada kecederaannya. Beliau juga tidak boleh mengambil ubat-ubatannya.
Pada 23 April, beliau telah membuat laporan polis di Sungai Petani. Beliau telah memberikan nombor badan anggota polis berkenaan. Beliau menyatakan bahawa terdapat empat anggota lain turut terlibat didalam penahanannya itu.
Beliau telah meminta pihak polis agar menyiasat dan mengambil tindakan yang sewajarnya terhadap anggota-anggota polis tersebut.
Edict bersyukur kerana pegawai penyiasat telah dengan segera mengambil keterangan Radhi.
Dalam pada itu, Edict menggesa pihak polis agar segera mengambil tindakan terhadap para anggota berkenaan.
Edict ingin mengingatkan anggota polis bahawa mereka bertanggungjawab untuk menegakkan undang-undang dan kesihatan orang yang ditahan seperti yang termaktub di bawah Seksyen 3 dan 20 Akta Polis 1967, juga sepertimana yang telah diputuskan oleh mahkamah.
Edict menggesa Ketua Polis Negara Hamid Bador dan Menteri Dalam Negeri Hamzah Zainuddin agar mengambil tindakan yang tuntas dalam menghukum anggota-anggota polis yang melakukan kesalahan sebagaimana tindakan yang diambil terhadap orang awam.

Police must act immediately against five abusive officers
On 17 April, Ahmad Radhi Bashizan, 19, who lives with his parents in Sungai Petani, Kedah, was arrested by the police outside his home for a movement control order violation.
The teenager informed the arresting officers that he was recovering from an operation to have a pin inserted in his right hip. He pointed to his crutch. He told them he was on a course of medication. He told them his surgeon had told him not to put any load on his right leg for two months.
The officers brushed off everything he said. They handcuffed him. They told him and another arrestee to get into the boot of the patrol car.
They drove to a police booth in the housing estate he lives in. He struggled to breathe while he was in the boot of the car. From the booth, he was taken to the lock-up at the Kuala Muda District Police Headquarters, which is about 20km away.
At the district police headquarters, he did not admit to the offence. He was granted police bail (good conduct surety) and released on condition that he appear in court on 29 April to be formally charged.
During his ordeal, despite his pleas, he was denied use of his crutch. He had to walk much. He had to put weight on his right foot. He had to endure intense pain. He may be permanently hurt. He could not take his medication.
On 23 April, he made a police report in Sungai Petani. He gave the ID number of the arresting officer. He stated that there were four other officers involved in the arrest. He asked the police to investigate and take appropriate action against the officers.
Edict is pleased to note that an investigating officer interviewed Radhi in-depth immediately.
Edict calls upon the police to act immediately against the officers.
Edict reminds the police that they are responsible for upholding the law and for the health of persons they detain, as stipulated in Sections 3 and 20 of the Police Act, 1967 and as repeatedly held by the courts.
Edict calls upon Inspector General of Police Hamid Bador and Home Minister Hamzah Zainudin to be just as rapid in meting out punishments to police offenders as to members of the public.
