[ENGLISH VERSION BELOW] Suruhanjaya Hak Asasi Manusia Malaysia (Suhakam) menzahirkan kekecewaan kerana laporan tahunan Suhakam 2019 tidak akan dibahaskan di Parlimen pada tahun ini.
Laporan Tahunan Suhakam 2019 yang telah dibentangkan di Parlimen pada 4 November lalu mengetengahkan pelbagai isu hak asasi manusia yang mendesak di negara ini dan ianya memerlukan tindakan segera kerajaan.
Laporan tahunan ini juga mengandungi syor-syor Suhakam yang berkaitan dengan hak komuniti rentan termasuk Orang Asal dan Orang Asli, wanita dan kanak-kanak, mangsa pemerdagangan manusia, pelarian dan pencari suaka serta pekerja.
Suhakam mengambil maklum bahawa Seksyen 21 Akta Suruhanjaya Hak Asasi Manusia Malaysia 1999 tidak menyatakan secara khusus bahawa laporan tahunannya perlu dibahaskan di Parlimen.

Walau bagaimanapun, Suhakam berpandangan bahawa adalah penting laporan tahunan ini dibahaskan di Parlimen kerana ia akan memberi peluang kepada ahli-ahli Parlimen untuk membincangkan secara kritis isu-isu hak asasi manusia yang melibatkan kepentingan awam di Malaysia dan mengesyorkan penyelesaian yang bersesuaian untuk isu-isu tersebut.
Laporan Tahunan Suhakam telah dibahaskan di Parlimen buat pertama kali pada 5 Disember 2019, dan Suhakam berharap amalan ini akan diteruskan pada tahun ini dan pada masa hadapan.
Suhakam turut menggesa kerajaan agar mengiktiraf kepentingan isu hak asasi manusia sebagai sebahagian daripada urusan kerajaan, terutamanya dalam perbahasan Parlimen.

Suhakam is disappointed that its 2019 annual report will not be debated in Parliament this year
Malaysia’s human rights commission Suhakam is disappointed that its 2019 annual report will not be debated in parliament this year.
Suhakam’s 2019 annual report, which was tabled earlier in Parliament on 4 November, highlights numerous pressing human rights issues in the country which need urgent action by the government.
The annual report also contains Suhakam’s recommendations relating to the rights of the vulnerable communities including the indigenous peoples, women and children, victims of human trafficking, refugees and asylum seekers, and workers.
Suhakam notes that Section 21 of its enabling act, the Human Rights Commission of Malaysia Act 1999, does not specifically mention that the annual report has to be debated in Parliament.
Nevertheless, Suhakam is of the view that it is crucial for the annual report to be debated in Parliament as it will allow members of Parliament to critically discuss human right issues of public interest in Malaysia and propose possible solutions to these issues.
Suhakam’s annual report was debated in Parliament for the first time on 5 December 2019, and Suhakam hopes that this practice would be continued this year and in future.
Suhakam also urges the government to recognise the importance of human rights issues as part of the government’s regular affairs, especially in parliamentary debates.
