Bersih 2.0 tawar diri anjur sidang parlimen maya bayangan (Malay/English)

[ENGLISH VERSION BELOW] Gabungan Pilihanraya Bersih dan Adil (Bersih 2.0) telah mencadangkan sidang Parlimen untuk dijalankan secara maya pada 6 Mei supaya langkah menangani wabak Covid-19 tidak menghalang pelaksanaan sistem demokrasi tetapi cadangan ini tidak diambil oleh kerajaan.

Justeru Bersih 2.0 menawarkan diri untuk menganjur satu sidang parlimen maya bayangan (shadow virtual parliamentary sitting) selama tiga hari untuk ahli-ahli Parlimen membahas dan menerima usul menjunjung kasih atas titah Yang di-Pertuan Agong pada 18 Mei.

Bersih 2.0 menjemput parti pemerintah dan parti pembangkang untuk berbincang butiran sidang parlimen maya bayangan sekiranya mereka benar-benar ingin bahaskan titah Seri Paduka Baginda yang sebenarnya pesanan daripada kerajaan.

Pada tahun 2019 titah seri titah Seri Paduka Baginda tahun lepas dibahas selama 12 hari dan disertai oleh lebih daripada 100 ahli Dewan Rakyat.

Bersih 2.0 mencadangkan agar sidang parlimen maya bayangan ini berlangsung selama tiga hari bermula 19 Mei (Selasa) sampai 21 Mei (Khamis) dan dipengerusikan oleh Timbalan Yang di-Pertua Nga Kor Ming atau mana-mana ahli Parlimen lain yang arif dengan peraturan-peraturan mesyuarat (standing orders) Dewan Rakyat.

Sidang Parlimen maya bayangan ini akan disertai oleh ahli-ahli Parlimen sahaja dan disiar secara langsung melalui Facebook dan Youtube Bersih 2.0.

Bersih 2.0 percaya, melalui sidang parlimen maya bayangan yang walaupun tidak berstatus rasmi, muslihat Muhyiddin Yassin untuk menghalang ahli-ahli Parlimen daripada membahas titah dan menjunjung kasih Seri Paduka Baginda atas dalil berlaku wabak Covid-19 akan terbongkar di depan rakyat Malaysia yang mengikutinya di Facebook dan Youtube Bersih 2.0.

Tahun 2020 bukan lagi tahun 1349, kali terakhir Parlimen England terpaksa tutup kerana wabak.

Hari ini, Parlimen UK mengambil pendekatan mesyuarat campuran (hybrid proceedings) di mana seramai 50 ahli dibenarkan mengambil bahagian dalam Dewan dengan penjarakan sosial dan seramai 120 ahli yang lain dibenarkan mengambil bahagian secara maya.

Parlimen maya yang pelbagai rupa turut berlaku di EU dan Afrika Selatan.

Bersih 2.0 telah membuat persediaan teknikal dan dengan harapan besar menanti jawapan positif daripada parti-parti politik untuk membuka bab baru dalam demokrasi Parlimen di tanahair di mana pengkhianatan ditewaskan oleh teknologi.

Bersih 2.0 offers itself to organise a shadow virtual parliamentary sitting

The Coalition for Clean and Fair Elections (Bersih 2.0) has suggested on 6 May that Parliament sitting can be held virtually, to fight the Covid-19 pandemic while not obstructing the operations of parliamentary democracy; however this suggestion has not been taken up by the government.

Bersih 2.0 therefore offers itself to organise a shadow virtual parliamentary sitting of three days for parliamentarians to debate the royal address on 18 May and pass a motion of thanks to the Yang di-Pertuan Agong.

Bersih 2.0 invites the ruling and opposition parties to discuss the shadow virtual Parliamentary sitting in detail if they really want to debate the royal address, which is actually the government’s message. In 2019 the royal address was debated for 12 days and more than a hundred parliamentarians took part.

Bersih 2.0 proposes that the shadow virtual parliamentary sitting takes place for three days from Tuesday, 19 May to Thursday, 21 May and be chaired by Deputy Speaker Nga Kor Ming or any other parliamentarian who has a good understanding of the standing orders. The virtual Parliament sitting will be participated by parliamentarians only but aired live on Bersih 2.0’s Facebook and YouTube.

Bersih 2.0 believes, with the shadow virtual parliamentary sitting, notwithstanding that it has no official status, Muhyiddin Yassin’s plot to block parliamentarians from debating the royal address and thanking His Majesty on the excuse of Covid-19 would be exposed before Malaysians who follow the sitting on Bersih 2.0’s Facebook and Youtube.

The year 2020 is not 1349, when the English Parliament was last closed because of a plague. Today the UK Parliament adopts hybrid proceedings where up to 50 MPs are allowed to take part physically in the House and 120 others join in virtually.

Virtual parliaments in various forms are also happening in the EU and South Africa.

Bersih 2.0 has made technical preparations and with great hope awaits a positive response from political parties to start a new chapter in Malaysia’s parliamentary democracy where technology trumps betrayal.
