[ENGLISH VERSION BELOW] Gabungan Pilihan Raya Bersih dan Adil (Bersih) telah mengadakan mesyuarat pertama jawatankuasa pemandu baharu pada 20 November untuk membincangkan jalan ke depan pasca pemilihan jawatankuasa bagi penggal 2023-25, dan peletakan jawatan pengerusi Thomas Fann secara mengejut pada 19 November.
Fann menjelaskan keputusan beliau untuk meletak jawatan, dan jawatankuasa pemandu menghormati serta memahami keputusan pengerusi.
Satu pemilihan kecil (by-election) akan dijalankan secepat mungkin bagi mengisi kekosongan jawatan pengerusi, dan jawatankuasa pemilihan akan dibentuk untuk menjalankan pemilihan. Notis pencalonan, kempen dan tempoh berkempen akan diumumkan oleh jawatankuasa pemilihan kepada endorsing NGO dalam tempoh terdekat.
Fann juga memberi keyakinan bahawa beliau akan menjadi pengerusi sementara untuk memastikan peralihan tanggungjawab kepada jawatankuasa pemandu dan pengerusi baharu berjalan lancar. Fann, yang mempengerusikan mesyuarat semalam, kemudiannya menjelaskan struktur operasi pasukan Bersih, peranan setiap ahli jawatankuasa pemandu, serta program dan advokasi yang sedang berjalan.
Keyakinan juga diberikan oleh pengarah eksekutif Ooi Kok Hin bahawa sekretariat akan terus menjalankan peranan mereka untuk mendukung jawatankuasa pemandu baharu dalam kerangka memastikan Bersih terus relevan dan berkesan untuk advokasi reformasi pilihan raya dan institusi.

Jawatankuasa pemandu baharu mengucapkan setinggi penghargaan kepada semua ahli jawatankuasa terdahulu dan Fann atas usaha yang ditumpahkan untuk mengemudi Bersih dalam tempoh politik yang bergelora sejak pilihan raya 2018 sehingga kini, melihat pertukaran empat perdana menteri dalam lima tahun, satu pilihan raya umum dan beberapa pilihan raya negeri dan pilihan raya kecil.
Dalam tempoh lima tahun, Bersih telah mengeluarkan lebih 20 laporan penyelidikan, menerbitkan buku pertama, menggerakkan pelbagai kempen dan membina rakan sekutu merentas parti. Hal ini adalah asas yang kukuh yang dibentangkan untuk jawatankuasa pemandu baharu gunakan untuk membina dan membawa Bersih ke peringkat yang lebih tinggi.
Bersih berada di kedudukannya sekarang atas sokongan dan dukungan rakyat, serta iltizam semua jawankuasa pemandu yang memimpinnya pada masa lalu. Kami berdiri atas pundak hasil usaha mereka. Huluran baton kepada pasukan baharu ini akan memahat lembaran baru Bersih.

Moving forward after the steering committee election 2023 and resignation of chairperson
The Coalition for Clean and Fair Elections (Bersih) held its first meeting of the new steering committee on 20 November to discuss the way forward after the election of the new steering committee for the term 2023-25 and the unexpected resignation of newly reelected chairperson Thomas Fann on 19 November.
Fann explained his decision to resign and the steering committee understands and respects the decision of the chairperson. It was agreed that a by-election be held as soon as is practicable to fill the vacancy of the chairperson.
An ad hoc election committee will be formed to conduct the election. Notice of the nomination, campaign and polling periods will be announced by the election committee to all our endorsing NGOs in due course.
Outgoing chairperson Fann gave his assurance that he will remain to ensure a smooth transition of responsibilities to the new steering committee and chairperson. Fann, who chaired the meeting, then went on to explain the operational structure of the Bersih team, the roles of each steering committee member, ongoing programmes and advocacies.
Assurances were also given by executive director Ooi Kok Hin that the secretariat would continue its vital role of supporting the new steering committee as it continues to make Bersih relevant and impactful in advocating for electoral and institutional reforms.
The new steering committee expresses its sincere gratitude to all members of the previous steering committee and Fann for the efforts they put in to steer Bersih through the tumultuous political period since the 2018 general election till now, overseeing four prime ministers in five years, one general election and multiple state elections and by-elections.
During the five years, Bersih commissioned over 20 research reports, published its first book, mounted numerous campaigns and built key allies across the political spectrum. These are the strong foundations that were laid from which the new steering committee can build on to take Bersih to greater heights.
Bersih is where it is today because of the strong support of the people and the dedication of the various steering committees that have led it in the past. We stand on the shoulders of their labour. This passing of the baton to the new team heralds a new chapter for Bersih.
