Bersih diiktiraf di Anugerah Pilihan Raya Antarabangsa Ke-19 (Malay/English)

[ENGLISH VERSION BELOW] Gabungan Pilihan Raya Bersih dan Adil (Bersih) sukacita mengumumkan bahawa kami telah mendapat tempat kedua untuk anugerah citizens’ engagement di majlis Anugerah Pilihan Raya Antarabangsa ke-19 di Lisbon, Portugal.

Pemenang anugerah ini adalah Elections Ontario of Canada. Acara ini dianjurkan oleh International Centre for Parliamentary Studies (ICPS) dengan kerjasama Suruhanjaya Pilihan Raya Nasional Portugal, dan membawa bersama sosok terkemuka dalam hal ehwal pilihan raya peringkat dunia dalam simposium selama dua hari serta majlis penganugerahan pada 16 November.

Majlis penganugerahan tersebut adalah acara utama acara ini dan mengiktiraf serta meraikan sumbangan cemerlang yang dilakukan oleh individu dan organisasi dalam bidang pilihan raya.

Kebanyakan badan yang dicalonkan untuk menerima pelbagai pengiktirafan adalah badan pengurusan pilihan raya kecuali Bersih dan International Idea. Thomas Fann, Pengerusi Bersih hadir bagi menerima plak anugerah tersebut bagi mewakili Bersih.

Anugerah citizens’ engagement diberikan bagi mengiktiraf tiga kempen Bersih sejak 2020 sehingga pilihan raya umum 2022.

Pertama adalah kempen untuk mendesak pelaksanaan mekanisme ‘anti-lompat’ parti selepas ‘langkah Sheraton’ pada 2020 yang menatijahkan undang-undang anti-lompat. Kehendak pengundi secara kolektif yang memilih parti yang mewakili mereka perlu dihormati selepas pilihan raya berbanding dikhianati oleh wakil-wakil rakyat yang bebas melompat ke parti lain tanpa ada perasaan bertanggungjawab kepada pengundi mereka.

Kempen selama dua setengah tahun melibatkan banyak libat urus bersama penggubal undang-undang dan orang awam dengan kerjasama badan media telah berhasil meluluskan undang-undang anti-lompat pada Julai 2022 dan penguatkuasaannya yang bermula lima hari sebelum Parlimen dibubarkan bagi memberi laluan kepada pilihan raya umum 2022.

Kempen kedua adalah kempen ketuanan pengundi untuk mengembalikan kepercayaan kepada demokrasi dengan memfokuskan reformasi-reformasi yang boleh menstabilkan politik dan melindungi kepentingan rakyat.

Enam tuntutan ketuanan pengundi adalah – jangan nafi undi rakyat, hentikan lompat parti, bebaskan Parlimen dari cengkaman eksekutif, hak membantah, reformasi peguam negara dan kembalikan pilihan raya kerajaan tempatan.

Objektif kedua kempen ini pula adalah untuk meyakinkan parti politik yang akan bertanding pada pilihan raya umum 2022 supaya memberi komitmen kepada tuntutan refomasi ini.

Kempen ketiga adalah kempen #VoteFuture untuk meningkatkan jumlah pengundian pada pilihan raya umum 2022.

Dengan kehampaan politik selepas kudeta politik pada 2020 dan peningkatan jumlah pengundi selepas penurunan had umur mengundi ke 18 tahun serta pelaksanaan pendaftaran pemilih secara automatic, yang menyaksikan jumlah pengundi dalam daftar pemilih pilihan raya meningkat 40% daripada 14.9 juta ke 21.1 juta berbanding pilihan raya umum 2018, kebimbangannya adalah peratusan pengundian akan menurun daripada 82.3% ke 60%.

Bersih melancarkan kempen ini untuk meningkatkan jumlah pengundi ke sekurang-kurangnya 70%, dan akhirnya jumlah pengundian pada pilihan raya umum 2022 adalah sebanyak 74%.

Kami amat berbesar hati di atas pengiktirafan terhadap kempen dan advokasi yang didesak bagi mereformasi pilihan raya dan memperkasakan demokrasi berparlimen.

Pengiktirafan ini mengesahkan peranan penting kami dalam mengadvokasikan demokrasi yang lebih stabil, inklusif dan berakauntabiliti, serta memperakui bahawa kunci bagi mencapai apa-apa reformasi institusi adalah dengan penglibatan rakyat. – Bersih

Bersih recognised at 19th Annual International Electoral Awards

The Coalition for Clean and Fair Elections (Bersih) is proud to announce that we were a runner-up in the citizens’ engagement award category at the 19th Annual International Electoral Awards ceremony at Lisbon, Portugal.

The award was won by Elections Ontario of Canada.

This event was organised by the International Centre for Parliamentary Studies in collaboration with the Portuguese National Electoral Commission, and drew together leading figures in the world of electoral affairs in a two-day symposium and award ceremony on 16 November.

The awards ceremony was the principal part of the event and recognised and celebrated the outstanding contributions made by individuals and organisations involved in electoral affairs.

Most of the nominees for the various awards were electoral management bodies except for International Idea and Bersih. Thomas Fann, the Bersih chairperson, was present on behalf of Bersih to receive the runner-up plaque.

The citizens’ engagement award was in recognition of three of Bersih’s campaigns since 2020 up till the 2022 general election.

The first was for our campaign to push for the implementation of an ‘anti-hopping’ mechanism [to curb political defections among elected representatives] after the ‘Sheraton move’ in 2020 which eventually culminated in an anti-hopping law.

It was necessary that the collective will of voters who chose the parties of their choice be respected after elections instead of being betrayed by elected representatives who freely ‘hopped’ to other parties without the need to be accountable to their voters.

The two-and-a-half-year campaign, which involved numerous engagements with MPs and the public with the support of media organisations, led to the passing of the anti-hopping law in July 2022 and its activation five days before Parliament was dissolved to pave the way for the 2022 general election.

The second campaign was the ketuanan pengundi (voters’ supremacy) campaign to restore hope in our democracy by focusing on reforms that could stabilise politics and protect voters’ interest.

The six demands of the voters’ supremacy campaign were don’t suppress our votes, stop party-hopping, make Parliament work, uphold our right to dissent, reform the Attorney General’s Chambers and restore local council elections.

Another objective of the campaign was to persuade political parties that would be contesting in the 2022 general election to commit to these reform demands.

The third campaign was the #VoteFuture campaign to raise voter turnout for the 2022 general election.

With the general disillusionment after the political coup in 2020 and the substantial increase in the number of eligible voters after the lowering of the voting age to 18 and the implementation of automatic voter registration, which saw the electoral roll ballooning by 40% from 14.9  million to 21.1 million compared to the 2018 general election, the concern was that voter turnout would decline from 82.3% to less than 60%.

Bersih launched the #VoteFuture campaign to push for a higher voter turnout of at least 70%. Eventually, the voter turnout for the 2022 general election was 74%.

We are truly honoured by this recognition of our last three years of advocacy to push for electoral reforms and to strengthen Malaysia’s parliamentary democracy.

This recognition affirms and validates our key role in advocating for a more stable, inclusive and accountable democracy, and acknowledges that the key to achieving any institutional reform is our engagement with the citizens. – Bersih
