[ENGLISH VERSION BELOW] Gabungan Pilihan Raya Bersih dan Adil (Bersih 2.0) terkejut dengan tindakan pegawai imigresen di Lapangan Terbang Antarabangsa Kuching yang menafikan pakar rujuk kami, Wong Chin Huat, selepas tekanan darah beliau naik ke 194/110 dan berada di tahap krisis hypertensi.
Walaupun beberapa kali Wong merayu, namun pegawai terbabit masih tidak mengendahkan rayuan beliau. Terdesak, beliau terpaksa menghubungi Menteri Kesihatan Dzulkefly Ahmad dan menteri tersebut langsung menghubungi doktor di Kuching dan doktor tersebut merawat Wong dua jam selepas krisis kesihatan beliau.
Hanya selepas campurtangan Menteri Kerja Raya Baru Bian, barulah kerajaan negeri bersetuju membenarkan beliau dimasukkan ke hospital. Beliau telah hampir pulih selepas dirawat dengan rapi oleh Hospital Kuching dan akan dibenarkan keluar serta pulang ke semenanjung.
Bersih 2.0 mempersoalkan sifat tidak berperikemanusiaan pegawai imigresen yang bertugas adalah disebabkan oleh kerajaan negeri Sarawak yang mengarahkan Jabatan Imigresen untuk melaksanakan tugas tanpa mengira apa pun walau nyawa manusia sedang berada dalam keadaan genting. Bersih 2.0 mengingatkan penjawat awam untuk sentiasa bersikap perikemanusiaan dan kesan tindakan mereka dalam mengikuti arahan ahli politik.

Wong datang ke Sarawak sebagai ahli Jawatankuasa Pembaikan Sistem dan
Undang-Undang Pilihan Raya (ERC), iaitu jawatankuasa khas yang dibentuk dibawah Jabatan Perdana Menteri. Beliau dilarang masuk ke Sarawak disebabkan beliau berada dalam senarai larangan masuk ke Sarawak; namun di bawah Seksyen 69(1) Akta Imigresen beliau mempunyai hak untuk masuk kerana seksyen tersebut menyatakan “mana-mana orang yang ingin masuk ke Negeri di Malaysia Timur untuk sementara waktu atas keperluan Kerajaan Persekutuan bagi membolehkan kerajaan tersebut menjalankan tanggungjawab perlembagaan dan pentadbirannya”.
Wong adalah penganjur utama bengkel tersebut sebagai ketua kluster sistem pilihan raya dan persempadanan kawasan bagi ERC. Bengkel tersebut bertajuk “Sistem Perwakilan Berkadaran dan Persempadanan Kawasan: Pengalaman Jerman dan New Zealand untuk rujukan Malaysia”, yang melibatkan pakar dari luar negara daripada New Zealand, Jerman dan Amerika Syarikat, adalah dianjurkan bersama oleh ERC, Bersih 2.0 dan Engage.
Akta Imigresen yang memberikan Sabah dan Sarawak hak untuk melarang kemasukan penduduk bukan dari negeri Malaysia Timur sepatutnya bukan bertujuan untuk menyekat aktiviti politik yang sah atau untuk menyekat wakil kerajaan persekutuan daripada menjalankan tugas mereka. Seksyen 67 dan 68 akta tersebut memberikan kebenaran kepada kumpulan yang berkenaan.
Bersih 2.0 menggesa kerajaan Sarawak untuk mengkaji semula senarai larangan dan mengangkat semua larangan kepada ahli politik dan aktivis sosial kerana larangan tersebut melanggar semangat Akta Imigresen dan Perjanjian Malaysia. Gagal berbuat demikian bermakna mereka sedang menyalahgunakan kuasa demi kepentingan sempit politik.
Bersih 2.0 mengucapkan penghargaan kepada Dzulkefly Ahmad, Baru Bian, Timbalan Menteri Hanipa Maidin, Timbalan Menteri Kesihatan Lee Boon Chye, Ahli Parlimen Petaling Jaya Maria Chin Abdullah, Ahli Parlimen Kuching See Chee How dan menteri industri utama yang banyak membantu Wong dalam situasi krisis.

Chin Huat refused entry, medical attention at Kuching Airport
The Coalition for Clean and Fair Elections (Bersih 2.0) is appalled that our resource person Wong Chin Huat was denied medical attention by immigration officers at the Kuching Airport after his blood pressure shot up to 194/110 at hypertensive crisis level.
Despite Wong’s numerous requests for help, the officers ignored him. In desperation he had to personally appeal to Health Minister Dzulkefly Ahmad over the phone for help. The minister immediately contacted a doctor in Kuching who came to Wong’s aid, more than two hours after his medical crisis.
Only further through the intervention of Public Works Minister Baru Bian, his hospitalisation was agreed by the state. He has largely recovered after the attentive treatment in the Kuching General Hospital and will be discharged and fly home.
Bersih 2.0 questions if the callousness of the immigration officers on duty was because the Sarawak state government had ordered the Immigration Department to carry out its order at all costs, even if human lives are at risk. Bersih 2.0 cautions civil servants to always remember humanity and also their personal liability in following politicians’ directions.
Wong was in Sarawak as a member of the Electoral Reform Committee (ERC), a special committee setup under the Prime Minister’s Department. He was barred from entering as he was on Sarawak’s “no entry list”.
But under Section 68(1) of the Immigration Act he has a right to enter as it states “any citizen whose entry into the East Malaysian State is temporarily required by the Federal Government in order to enable that Government to carry out its constitutional and administrative responsibilities”.
Wong was the main organiser of a workshop as head of the ERC cluster on electoral systems and constituency delimitation. The workshop, entitled “Mixed member proportional (MMP) and constituency delimitation: Experiences of Germany and New Zealand for Malaysians’ reference”, included foreign experts from New Zealand, Germany and the United States and is jointly organised the ERC, Bersih 2.0 and Engage.
The Immigration Act, which grants Sarawak and Sabah the right to deny entry to any non-residents of the East Malaysian states, was never intended to restrict legitimate political activities nor to curb representatives of the federal government from carrying out their
duties. Section 67 and 68 of the act expressly permits such groups.
Bersih 2.0 calls on the Sarawak state government to review the ban list and lift all bans on politicians and social activists as they violate the letter and spirit of the Immigration Act and the Malaysia Agreement. Not doing so would mean an abuse of state powers for narrow political gains.
