Hentikan siasatan terhadap doktor, hormati kebebasan bersuara (Malay/English)

[ENGLISH VERSION BELOW] Gabungan Pilihan Raya Bersih dan Adil (Bersih 2.0) merujuk kepada kenyataan Persatuan Perubatan Malaysia yang menyatakan bahawa polis sedang menyiasat doktor yang terlibat dalam kempen Kod Hitam (Code Black) dan kempen Isnin Gelap (Black Monday).

Bersih 2.0 mengecam tindakan daripada pihak polis yang telah memulakan siasatan terhadap para doktor dan menegaskan supaya polis serta kerajaan Malaysia menghormati kebebasan bersuara dan berekspresi.

Kempen tersebut adalah suara resah para doktor yang hanya menuntut beberapa perkara terutama berkenaan isu doktor kontrak selama dua tahun sahaja serta kondisi pekerjaan mereka yang tidak mendapat elaun dan cuti sebagaimana doktor tetap.

Kempen Kod Hitam dan Isnin Gelap ini hanyalah satu kempen solidariti para doktor terhadap rakan doktor mereka yang masih berstatus kontrak dan tidak ada jaminan pekerjaan serta kebajikan. Maka mereka melancarkan kempen ini di media sosial tanpa mengabaikan tanggungjawab mereka terhadap pesakit.

Adakah menjadi satu kesalahan para doktor kontrak dan rakan doktor mereka menuntut kerajaan untuk memenuhi keperluan mereka serta memberikan jaminan kebajikan yang lebih baik? Kerajaan terutamanya polis perlu lebih rasional dan matang dalam menguruskan tuntutan rakyat, malah apa yang dilakukan oleh para doktor tersebut tidak langsung bercanggahan dengan Perkara 10 Perlembagaan Persekutuan yang melindungi hak rakyat untuk bersuara dan menuntut.

Kami mengulangi semula kenyataan kami awal bulan ini bahawa tindakan terhadap rakyat yang hanya mengamalkan hak perlembagaan untuk menyatakan pandangan dan situasi mereka adalah satu simptom kegagalan demokrasi. Kaedah mengugut rakyat dengan cara membuat siasatan kepada mereka adalah kaedah lapuk yang tidak menyelesaikan apa-apa masalah dan hanya menafikan permasalahan yang ada. Kerajaan perlu bersifat demokratik dan lebih bijak terutamanya dalam pengurusan krisis semasa tempoh pandemik ini. – Bersih 2.0

Stop investigation of doctors, respect freedom of expression

The Coalition for Clean and Fair Elections (Bersih 2.0) refers to a statement released by the Malaysian Medical Association that the police are investigating doctors involved in the Code Black and Black Monday campaign.

Bersih 2.0 condemns the actions by the police to investigate the doctors and reiterate our stand that the police and the Malaysian government should respect the freedom of speech and expression.

The campaign is a voice of concern from doctors who only demanded a few things, particularly on the issue of two-year contracts for doctors, and the working conditions of those who do not receive allowances and leave as permanent doctors. The Code Black and Black Monday campaign is a solidarity campaign by doctors for their fellow doctors who are still on contract status without job security and welfare. Therefore, they launched this campaign on social media while continuing to carry out their responsibilities towards their patients.

Is it wrong for contract doctors and their fellow doctors to demand that the government meet their needs as well as provide better welfare guarantees? The government, especially the police, needs to be more rational and mature in addressing the people’s demands. In fact, what the doctors are doing does not contravene Article 10 of the Federal Constitution, which protects the freedom of speech and expression.

We reiterate our statement in early July that crackdowns on dissenters who are exercising their constitutional rights to express their views and their situation are a symptom of a failed democracy. The method of intimidation – by investigating them – is an outdated measure that does not solve any problem and only denies the existing problems. The government needs to be democratic and wiser, more so in crisis management during this pandemic period. – Bersih 2.0
