Komitmen kerajaan untuk beri kuasa autonomi kepada Parlimen disambut baik (Malay/English)

[ENGLISH VERSION BELOW] Gabungan Pilihan Raya Bersih dan Adil (Bersih) menyambut baik kenyataan Menteri di Jabatan Perdana Menteri (undang-undang dan reformasi institusi) Azalina Othman Said bahawa kerajaan secara prinsip telah bersetuju untuk meminda Perlembagaan Persekutuan dan menggubal semula Akta Perkhidmatan Parlimen untuk memberi kuasa autonomi pentadbiran dan kewangan kepada Parlimen.

Akta ini amat diperlukan supaya Parlimen benar-benar bebas dari segi pentadbiran dan kewangan sekali gus menjadi badan kawal imbang selaras dengan prinsip pengasingan kuasa antara eksekutif, legislatif dan kehakiman.

Akta Perkhidmatan Parlimen ini juga merupakan salah satu tuntutan Reformasi 100% yang dibentangkan Bersih kepada Perdana Menteri Anwar Ibrahim dalam mesyuarat bersama beliau bulan lalu.

Walaupun menteri mengumumkan bahawa usaha ini telah hampir “90% selesai”, Bersih menggesa supaya garis masa pembentangan rang undang-undang ini ditetapkan selewat-lewatnya hujung tahun 2024 supaya segala perkara tertunggak boleh dimuktamadkan sebelum akhir tahun.

Selain libat urus bersama Yang di-Pertua Dewan Negara dan Dewan Rakyat, Bahagian Hal Ehwal Undang-Undang, Kementerian Kewangan dan Jabatan Perkhidmatan Awam, kami turut menggesa agar deraf rang undang-undang ini dapat melalui Jawatankuasa Pilihan Khas Hak Asasi Manusia, Pilihan Raya dan Reformasi Institusi di Parlimen untuk mendapat pandangan bipartisan,

Kami turut menggesa satu sesi libat urus dengan pemegang taruh terutamanya bersama pertubuhan masyarakat sivil diadakan supaya kami maklum kandungan dalam deraf rang undang-undang perkhidmatan parlimen yang terkini.

Melalui konsultasi Bersih dengan pelbagai ahli parlimen dari pihak kerajaan dan pembangkang, kami yakin pembentangan undang-undang ini secara telus dapat memperkasa autonomi Parlimen dan mendapat sokongan ahli-ahli parlimen merentasi parti politik.

Justeru, Bersih menggesa agar pihak kerajaan dapat segera merealisasikan hasrat ini dengan membentang rang undang-undang perkhidmatan parlimen sebelum tamatnya tahun 2024. – Bersih

Bersih welcomes government’s move to accord more autonomy to Parliament

The Coalition for Clean and Fair Elections (Bersih) welcomes the statement by the Minister responsible for law and institutional reform, Azalina Othman Said, that the government has agreed in principle to amend the Federal Constitution and re-enact the Parliamentary Services Act (PSA) to grant administrative and financial autonomy to Parliament.

The PSA is required for Parliament to be fully independent, administratively and financially, and to function as body to provide checks and balances, in accordance with the doctrine of separation of powers between the executive, the legislature and the judiciary.

The PSA is one of the demands in our Reformasi 100% memorandum that was presented by Bersih to Prime Minister Anwar Ibrahim in a meeting last month.

Although the minister announced that the effort is almost “90% completed”, Bersih urges for the timeline for the tabling of the bill to be set before the end of 2024 so that all outstanding matters can be finalised before the announced date.

Aside from engagement with the Speaker of the Senate and the House of Representatives, the Legal Affairs Division, the Ministry of Finance and the Public Service Department, we also request that the draft bill be reviewed by the parliamentary Special Select Committee on Human Rights, Elections and Institutional Reform to obtain bipartisan feedback. We also request an engagement session with civil society organisations so that we are aware of the provisions contained in the most recent draft bill to re-enact the PSA.

Through Bersih’s consultation with various MPs from both the government and opposition, we are confident that a transparent tabling of this bill will increase Parliament’s autonomy and garner bipartisan support from MPs from all political parties.
