Muktamadkan segera perjanjian pembekalan dan keyakinan (Malay/English)

[ENGLISH VERSION BELOW] Gabungan Pilihan Raya Bersih dan Adil (Bersih 2.0) mengalu-alukan kenyataan bersama antara perdana menteri dan pemimpin-pemimpin pembangkang yang bertujuan meredakan suhu politik negara serta mencari titik persamaan bagi membawa negara ini keluar daripada pandemik Covid.

Kenyataan itu dikeluarkan oleh Perdana Menteri Ismail Sabri Yaakob, ketua pembangkang dan presiden PKR Anwar Ibrahim, presiden Amanah Mohamad bin Sabu dan setiausaha agung DAP Lim Guan Eng.

Di dalam kenyataan bersama tersebut, pemimpin-pemimpin pembangkang dan PM telah bersetuju untuk mencapai kerjasama bagi memperkasa fungsi Parlimen, kebebasan badan kehakiman, reformasi institusi dan tatakelola kerajaan yang baik untuk memastikan keadaan yang lebih kondusif untuk rakyat.

Bersih 2.0 memuji langkah yang dimulakan oleh kedua-dua pihak kerajaan dan pembangkang untuk kembali memfokuskan tenaga untuk memerangi pandemik Covid, memulihkan ekonomi negara dan menggerakkan penambahbaikan institusi demi kestabilan politik.

Persefahaman dan persetujuan yang dicapai ini perlu segera dibincangkan dengan lebih mendalam dan dimuktamadkan dengan menandatangan perjanjian keyakinan dan pembekalan serta diumumkan secara bersama kepada orang ramai bagi memastikan ketelusan dan kebertanggungjawaban terma yang dipersetujui. Garis masa untuk pelaksanaan reformasi-reformasi ini juga perlu dirangka.

Perdana menteri juga perlu menjemput parti-parti lain dan ahli parlimen bebas dalam pembangkang untuk membincangkan titik persamaan, serta memeterai persetujuan di antara parti-parti yang menyokong beliau. Ini penting untuk menjamin kestabilan politik dan memberikan makna serta pengisian kepada slogan “Keluarga Malaysia” oleh beliau.

Di kesempatan ini, Bersih 2.0 sekali lagi ingin ajukan cadangan kepada kerajaan dan pembangkang 10 perkara yang boleh dilaksanakan bagi mencapai kestabilan politik, reformasi insititusi dan tatakelola yang lebih baik serta inklusif.

10-perkara pelan perdamaian rentas parti:

  • Majlis persekutuan-negeri berkenaan kesihatan dan ekonomi dengan wakil daripada kerajaan persekutuan, pembangkang persekutuan dan 13 kerajaan negeri, dibantu oleh pakar dalam perkhidmatan awam dan masyarakat madani
  • Had penggal perdana menteri.
  • Panduan kabinet yang melengkapkan Perlembagaan Persekutuan.
  • Pembaharuan parlimen untuk memperkasakan peranan Parlimen.
  • Pembaharuan Jabatan Peguam Negara, Suruhanjaya Pencegah Rasuah Malaysia dan Lembaga Hasil Dalam Negeri untuk tamatkan pendakwaan terpilih dan konflik kepentingan
  • Pelaksanaan segera Undi18, daftar pemilih automatik dan peluasan undi tidak hadir kepada pengundi di luar kawasan
  • Penggubalan akta pembiayaan politik
  • Pendaftaran dan penyeliaan parti politik di bawah Suruhanjaya Pilihan Raya berbanding Jabatan Pendaftaran Pertubuhan (RoS)
  • Asas-asas yang perlu dibina untuk memastikan pembaharuan jangka pendek seperti:
    • Akta pecat ahli parlimen untuk semua ahli parlimen yang dipilih bawah sistem first past the post
    • Pengenalan kerusi parlimen perwakilan berkadaran senarai tertutup (PBST) dengan fasal anti lompat dan kuota jantinaan
    • Penyusunan semula Suruhanjaya Pilihan Raya
  • Akta penggal tetap parlimen

Formalise confidence-and-supply agreement now

The Coalition for Clean and Fair Election (Bersih 2.0) welcomes the joint statement between the prime minister and opposition leaders to calm the country’s political temperature and find common ground to bring the country out of the Covid pandemic.

The statement was issued by Prime Minister Ismail Sabri Yaakob, opposition leader and PKR president Anwar Ibrahim, Amanah president Mohamad Sabu and DAP secretary general Lim Guan Eng.

In their joint statement, the opposition leaders and the PM agreed to work together to strengthen the functions of Parliament, the independence of the judiciary, institutional reforms and good governance to provide more conducive conditions for the people.

Bersih 2.0 commended the steps initiated by both the government and the opposition to focus their energy in fighting the Covid pandemic, revive the country’s economy and reform institutions for political stability. The understanding and agreement reached should be immediately discussed in depth and formalised with signed confidence-and-supply agreements and jointly announced to the public to ensure transparency and accountability of the terms agreed. There should also be a timeline for the fulfilment of these reforms.

The PM should also similarly invite other parties and independent MPs in opposition to discuss common grounds and sign inter-party agreements among his own supporting parties and MPs. This would ensure political stability and give meaning and substance to the PM’s slogan of a “Malaysian Family”.

Bersih 2.0 once again would like to propose 10 points to the government and the opposition that can be implemented to achieve political stability, institutional reforms, and better and inclusive governance.

10-point cross-party peace plan:

  • A tripartite federal-state council on health and the economy with representatives of the federal government, the federal opposition and the 13 state governments, assisted by experts in state services and society
  • A term limit for the prime minister
  • A cabinet manual that supplements the Federal Constitution
  • Parliamentary reforms to strengthen the role of Parliament
  • Reforms to the Attorney General’s Chambers, the Malaysian Anti-Corruption Commission and the Inland Revenue Board to end selective prosecution and conflicts of interest
  • The immediate implementation of Undi18, automatic voter registration, and the expansion of absentee voting for out-of-region voters
  • The enactment of a political financing act
  • The placing of the registration and regulating of political parties under the Election Commission instead of the Registrar of Societies
  • The groundwork for medium-term reforms to be started immediately:
    • A recall of member of parliament act to deal with party defections
    • Introduction of a closed list proportional representation system
    • The reorganisation of the Election Commission
  • A fixed term parliament act
