[ENGLISH VERSION BELOW] Gabungan Pilihan Raya Bersih dan Adil (Bersih2.0) mengalu-alukan keputusan K Bala Singam untuk memendekkan tempoh perkhidmatannya sebagai pesuruhjaya Suruhanjaya Pilihan Raya (SPR).
Keputusan itu diumumkan melalui kenyataan media SPR dan akan berkuatkuasa pada 1Januari 2019.
Bersih 2.0 mengharapkan pengerusi SPR Azhar Azizan Harun agar membentuk pasukan SPR yang terdiri daripada pesuruhjaya baru dengan kriteria berikut:
1. Rekod prestasi terbukti dalam integriti individu
2. Rekod prestasi terbukti dalam kesaksamaan dan bebas daripada politik kerajaan danparti

3. Rekod prestasi terbukti dalam pengetahuan, pengalaman dan kepakaran mengenai undang-undang pilihan raya dan sistem pilihan raya
Bersih 2.0 juga menggesa kerajaan Pakatan Harapan untuk melantik pesuruhjaya SPR dari kalangan gerakan masyarakat sivil (CSO) seperti yang dinyatakan dalam Janji 17 manifesto Pakatan Harapan. Janji tersebut, antara lain, memberikan kuota kepada CSO sebagai ahli suruhanjaya pilihan raya.
Kami juga ingin menegaskan supaya satu jawatankuasa pencalonan SPR dibentuk bagi urusan pencalonan pesuruhjaya SPR seterusnya mengemukakan cadangan tersebut kepada Parlimen untuk diluluskan. Namun untuk kali ini, kerajaan Pakatan Harapan wajar berbincang dengan pengerusi SPR sebagai satu langkah segera bagi urusan melantik pesuruhjaya SPR.
Semoga pasukan SPR yang baharu akan mengembalikan kegemilangan SPR serta menjamin ketelusan dalam proses pilihan raya bagi negara kita setaraf dengan negara maju yang lain.

Bala Singam’s decision to shorten term of service as electoral commissioner welcomed
The Coalition for Free and Fair Election (Bersih 2.0) welcomes K Bala Singam’s decision to shorten his term of service as commissioner of the Electoral Commission.
The decision was announced through a media statement by the Electoral Commission and will take effect on 1 January 2019.
Bersih 2.0 expects Electoral Commission chairman Azhar Azizan Harun to form a team comprising new commissioners with the criteria below:
1. Proven track record on personal integrity
2. Proven track record of impartiality and independence from government and party politics
3. Proven knowledge, experience and expertise on election laws and electoral systems
Bersih 2.0 urges the Pakatan Harapan government to appoint commissioners from among civil society organisations as set out in the Promise 17 of the Pakatan Harapan manifesto. The promise, among others, provides a quota to CSOs as election commission members.
We also would like to reiterate that a nomination committee of the Electoral Commission should be formed and then the proposed nominees will be submitted to Parliament for approval.
But for now, the Pakatan Harapan government should discuss with the Electoral Commission chairman as an immediate move to appoint the commissioners.
Hopefully, the new team of commissioners will restore the glory of the Electoral Commission and ensure transparency in the electoral process so that our country will be on par with other developed nations.

In practice, it would be difficult to find EC candidates who meet all Bersih’s 3 conditions. Who would have the needed prior experience and the kinds of expertise that can only be accumulated through experience in electoral administration?
For experience and expertise, the EC must largely rely on its staff. So far, the EC has relied on civil servants and has not made use of its powers under Article 115(1) of the Federal Constitution to employ its own staff. These civil servants do not serve the EC permanently. Their loyalty also lies beyond the EC. As attested to by experience in other countries, having its own staff is highly important for ensuring continuity, the accumulation of expertise, as well as loyalty to the EC.
