Pengerusi SPR baharu perlu mempunyai kepercayaan awam bagi meneruskan reformasi pilihan raya (Malay/English)

[ENGLISH VERSION BELOW] Gabungan Pilihan Raya Bersih dan Adil (Bersih 2.0) mengambil maklum peletakan jawatan pengerusi Suruhanjaya Pilihan Raya (SPR) Azhar Azizan Harun yang berkuatkuasa pada 29 Jun 2020.

Selepas pilihan raya umum yang lepas, Bersih 2.0 telah banyak membuat kerjasama dengan SPR yang diterajui oleh Azhar untuk memperkasakan SPR serta mereformasi sistem pilihan raya negara kita.

Bersih 2.0 mengucapkan terima kasih di atas usaha yang Azhar lakukan sepanjang tempoh beliau memegang jawatan pengerusi SPR untuk memperbaharui pilihan raya negara kita.

Beberapa pembaharuan yang diperkenalkan telah menjadikan penjalanan pilihan raya dalam negara kita lebih baik dan telus serta sekaligus melonjakkan nama SPR sebagai badan pelaksana pilihan raya yang lebih berwibawa.

Reformasi yang dilaksanakan termasuklah:

  • pengedaran kad pengundi sebelum pilihan raya bagi memaklumkan tarikh, pusat dan saluran pengundian kepada pengundi
  • siaran langsung pengundian, pengiraan dan penjumlahan undi
  • pengesahan kewujudan pengundi berumur 90 tahun dan ke atas untuk mengeluarkan mereka yang telah meninggal dunia daripada senarai daftar pemilih
  • membuat laporan polis berkenaan kesalahan pilihan raya
  • membawa calon yang tidak menghantar laporan perbelanjaan pilihan raya ke mahkamah dan lain-lain lagi

Penggantian pengerusi SPR yang baharu mesti mematuhi syarat Perkara 114(2) Perlembagaan Persekutuan bahawa bagi pelantikan ahli-ahli SPR, Yang di-Pertuan Agong hendaklah mengambil perhatian tentang peri mustahaknya suatu SPR yang mendapat kepercayaan awam.

Bagi memastikan pengerusi atau mana-mana ahli SPR mempunyai kepercayaan awam, Bersih 2.0 yakin bahawa kriteria berikut perlu dipenuhi:

  • Rekod prestasi terbukti dalam integriti individu
  • Rekod prestasi terbukti dalam kesaksamaan dan bebas daripada politik kerajaan dan parti
  • Rekod prestasi terbukti dalam pengetahuan/pengalaman/kepakaran mengenai undang-undang pilihan raya dan sistem pilihan raya.

Bersih 2.0 juga ingin mengulangi gesaan kami agar SPR perlu terus komited melaksanakan agenda reformasi pilihan raya supaya sistem pilihan raya negara kita benar-benar bersih dan adil serta tidak dilihat sebagai alat kepada mana-mana pihak untuk memastikan mereka terus berkuasa.

SPR, sebagai pengadil dalam pilihan raya, perlu terus bebas untuk memastikan padang permainan pilihan raya adalah sentiasa sama rata dan tidak berat sebelah.

New Election Commission chairperson must have public confidence to continue electoral reform

The Coalition for Clean and Fair Election (Bersih 2.0) noted the resignation of Election Commission chairman Azhar Azizan Harun, effective 29 July 2020.

After the 2018 general election, Bersih 2.0 worked closely with the Election Commission led by Azhar to empower the commission and reform our electoral system.

Bersih 2.0 thanks Azhar for his effort during the tenure as Election Commission chairman to reform our country’s electoral system. The reforms introduced have improved the conduct and transparency of our electoral system and boosted the commission’s reputation as a more transparent and accountable electoral body.

The reforms that are in place include:

  • the sending of voter cards before the election to inform voters of polling date, polling centres and channels
  • live streaming of voting, vote counting and tabulation
  • verifying the existence of registered voters aged 90 or above to purge the deceased ones from electoral rolls
  • lodging police reports on election offences
  • bringing candidates who did not file election spending reports to court, and so on.

The replacement of the Election Commission chairperson must meet the requirement of Article 114 (2) of the Federal Constitution that in appointing members of the commission, the Yang di-Pertuan Agong shall have regard to the importance of securing an Election Commission which enjoys public confidence.

To ensure public confidence in the chairperson of the Election Commission or any member of the commission, Bersih 2.0 believes the following criteria should be adhered to:

  • Having a proven track record on individual integrity
  • Having a proven track record of being fair and free from government politics and any party
  • Having a proven track record of knowledge, experience and expertise on election law and electoral systems

Bersih 2.0 also would like to reiterate our call for the Election Commission to remain committed in implementing the electoral reform agenda so that our electoral system is clean and fair and will not be a tool for any party to keep it in power.

The Election Commission as a referee in elections should remain independent to ensure that the electoral playing field is always level and impartial.

this comment is unrelated to this article. The most sickening event to have taken place was how,Rizal was freed under the present administration and how Art Harun new speaker let Najib be in parliament for what ?! And the sickening appounment of Azalina,Othman as speaker shocks the nation and how the former speakers were removed just like that wow democracy out of the window with the blink of an eyelid
