Petisyen atas talian untuk simulasi pilihan raya pecat wakil rakyat di kawasan parlimen P158 Tebrau telah dibuka pada pukul 12.00 tengahari, 30 Jun 2021, di htttp://recall.bersih.org

Petisyen ini membenarkan pengundi berdaftar di kawasan parlimen Tebrau untuk menandatangani sokongan simulasi pilihan raya pecat untuk membuang Ahli Parlimen Tebrau Steven Choong yang mengumumkan keluar dari PKR untuk menjadi Ahli Parlimen bebas dan menyokong kerajaan Perikatan Nasional pimpinan Mahiaddin Yasin.

Petisyen atas talian ini dimulakan berikutan PKR Johor menghubungi Bersih 2.0, menyatakan parti mereka berminat untuk menyertai kempen simulasi pilihan raya pecat.

Proses pilihan raya pecat akan dilaksanakan secara penuh melalui platform e-undi yang selamat yang direka khas oleh rakan teknologi kami, ReGov Technologies. Pengundi dapat menyertai proses ini dengan selamat dan mudah di mana pun mereka berada selagi ada akses internet dan telefon pintar.

Memandangkan pemohon memenuhi kriteria kami untuk memulakan petisyen pilihan raya pecat, Bersih 2.0 akan membuka petisyen kepada mereka untuk mengumpulkan sekurangnya 3% tandatangan pengundi berdaftar seperti dalam daftar pemilih semasa pilihan raya umum 2018 secara atas talian di kawasan parlimen Tebrau.

Sekiranya sekurang-kurangnya 3% telah dicapai, dan disahkan oleh Bersih 2.0 sebagai pengundi sebenar di kawasan parlimen Tebrau, kami akan menganjurkan satu forum atas talian di mana pempetisyen dan Steven Choong akan diberi peluang untuk menyatakan alasan mengapa beliau perlu dipecat atau dikekalkan.

Sekiranya Ahli Parlimen Tebrau tidak menerima tawaran ini, kami akan bergerak ke peringkat pilihan raya pecat seterusnya di mana pengundi Tebrau boleh memberi undi ya (untuk memecat MP) atau tidak (untuk mengekalkan beliau). Tempoh pengundian adalah selama 30 hari dan semua pengundi berdaftar di kawasan parlimen Tebrau berhak untuk satu undi setiap seorang.

Setelah tutup pengundian, Bersih 2.0 akan mengumumkan keputusan. Untuk pilihan raya pecat dianggap berjaya dalam simulasi ini, undi ya mesti melebihi undi tidak, dan lebih daripada 10% pengundi berdaftar telah mengambil bahagian dalam simulasi ini. Sebanyak 123,033 pengundi di Tebrau semasa pilihan raya umum 2018, dan Steven Choong memenangi 64,535 undi dengan majoriti sebanyak 37,225 di atas tiket PKR.

Petition calling for simulated recall elections in Tebrau parliamentary seat opens

The online petition calling for simulated recall elections in the Tebrau parliamentary seat open at noon, 30 June 2021, at recall.bersih.org

This online petition allows registered voters in the constituency to sign in support of calling an online simulated recall election to remove Tebrau MP Steven Choong, who announced on 28 February 2021 his departure from PKR to become an independent MP supporting the Perikatan Nasional (PN) government of Mahiaddin Yasin.

The online petition comes in the wake of Johor PKR contacting Bersih 2.0, indicating the party’s interest in participating in our online simulated recall election.

The simulated recall election process will be fully conducted on our secure e-voting platform, which was specially developed by our technology partner, Regov Technologies. Voters will be able to participate safely and conveniently from anywhere they have internet access and a mobile phone.

Since the applicant fulfils our criteria as an initiator for the recall petition, Bersih 2.0 will create a petition for them to collect at least 3% online signatures of registered voters in the Tebrau parliamentary constituency, according to the electoral roll for the 2018 general election.

Once the threshold of at least 3% has been reached and verified by Bersih 2.0 as genuine voters of the constituency, we will offer to host an online forum where the petitioner and Steven Choong will have an opportunity to give reasons why he should be sacked or retained.

If the MP does not take up this offer, we will move to the next stage of the recall vote, where Tebrau voters can vote either yes (to sack the MP) or no (to keep him). Polling period is 30 days, and all registered voters of the constituency are entitled to one vote.

At the close of poll, Bersih 2.0 will announce the result. For a recall to be considered successful in this simulation, there must be more yes votes than no votes, and more than 10% of registered voters have taken part in this exercise. There were 123,033 voters for Tebrau during the 2018 general election and Steven Choong won 64,535 votes for a majority of 37,225 on a PKR ticket.

For other constituencies that had their MPs or state legislative assembly members defecting to other parties or another coalition or who went independent, political parties or registered organisations in those constituencies can contact us at recall@bersih.org if they want to start a simulated recall election to sack their elected representatives.
