Polis perlu lebih berhemah terhadap sukarelawan (Malay/English)

[ENGLISH VERSION BELOW] Merujuk kepada kes-kes ahli-ahli parlimen yang disiasat oleh pihak polis atas alasan tidak mematuhi perintah kawalan pergerakan semasa memberi bantuan makanan kepada komuniti rentan, Gabungan Pilihan Raya Bersih dan Adil (Bersih 2.0) mengutuk tindakan segelintir pegawai polis yang seolah-olah menunjukkan kuasa tanpa ada budi bicara terhadap mereka yang membuat kerja kebajikan menghulur bantuan kepada golongan terputus bekalan makanan semasa tempoh perintah kawalan pergerakan ini.

Bantuan daripada ahli Parlimen, ahli dewan undangan negeri, NGO atau mana-mana sukarelawan kepada komuniti rentan dalam krisis pandemik Covid-19 seperti ini seharusnya dialu-alukan serta operasi mereka dipermudahkan oleh agensi-agensi kerajaan, dan bukannya dihalang atas alasan birokratik yang tidak munasabah sehingga komuniti yang ingin dibantu tidak mendapat bantuan.

Kami memahami tugas dan tanggungjawab pihak polis dan pasukan penguatkuasa yang lain untuk mengawal keadaan agar pandemik Covid-19 ini dapat dicegah. Namun, sekiranya mana-mana sukarelawan NGO, ahli Parlimen atau ahli dewan undangan negeri yang memberi sumbangan kepada kelompok rentan mematuhi prosedur tetap operasi yang dikeluarkan oleh Jabatan Kebajikan Masyarakat, maka pihak polis perlu menghormati dan membantu untuk memudahkan pengagihan barangan bantuan tersebut.

Pihak polis perlu betul-betul memahami situasi di akar umbi selepas sebulan lebih dalam tempoh perintah kawalan pergerakan, ramai yang akan habis bekalan kerana terputus mata pencarian.

Di sini ruang yang akan diisi oleh para sukarelawan dan wakil rakyat untuk turun membantu rakyat di kawasan mereka agar tidak ada yang akan berada dalam kebuluran.

Tindakan pihak polis yang terburu-buru dan keterlaluan dalam pelaksanaan perintah kawalan pergerakan akan menghalang sukarelawan dan wakil rakyat membantu komuniti di sekitar mereka untuk menyampaikan bantuan kepada golongan yang memerlukan. Dalam situasi genting kini, adalah sangat penting untuk semua pihak daripada polis, JKM, sukarelawan dan wakil rakyat berganding bahu untuk membantu mereka yang di dalam kesusahan.

Bersih 2.0 sekali lagi ingin mengingatkan agar pihak polis lebih berhikmah dalam melaksanakan perintah kawalan pergerakan. Tidak perlu ada ketegangan antara pihak polis dan rakyat biasa yang ingin membantu antara satu sama lain.

Police need to be more restrained towards volunteers

Referring to several cases of Members of Parliament (MPs) being investigated by the police on grounds of non-compliance with the movement control order while providing food assistance to vulnerable communities, the Coalition for Clean and Fair Election (Bersih 2.0) condemns the actions of some police officers who unnecessarily show their power to those who are working to provide support to communities who have lost their food supply during this movement control order period.

Aid from MPs, state assembly members, NGOs or any volunteers provided to the vulnerable communities during this Covid-19 pandemic should be welcomed and facilitated by government agencies and not discouraged using bureaucratic reasons to stop the aid from reaching the communities.

We understand the duties and responsibilities of the police and other enforcement officers to control the situation so that the Covid-19 pandemic can be controlled. However, if any NGO volunteers, MPs or assembly members wish to help the vulnerable communities while abiding by the standard operating procedures issued by the Department of Social Welfare, the police should acknowledge and assist them in facilitating the distribution of such aid.

The police need to fully understand the situation at the grassroots level after more than a month of the movement control order: many are depleted of their supplies or provisions. This is the gap that is filled by NGO volunteers, MPs or assembly members to help the people in their constituencies so that no one will have to starve.

Hasty, excessive force by the police in implementing the movement control order will prevent those providing aid from reaching vulnerable communities. As the situation is getting more critical, it is paramount for all parties, including the police, the Social Welfare Department, volunteers and people’s representatives, to work together to help those who are at risk of starvation and hunger.

Once again, Bersih 2.0 reminds the police to apply wisdom in implementing the movement control order. There is no need for tension between the police and ordinary people who want to help each other.
