Politik pork barrel di pilihan raya kecil Sungai Bakap (Malay/English)

[ENGLISH VERSION BELOW] Gabungan Pilihan Raya Bersih dan Adil (Bersih) mengecam pengumuman Timbalan PM Zahid Hamidi bahawa kerajaan “Madani” akan mewujudkan pusat warga emas dan juga membina sekolah Tamil di Sungai Bakap sekiranya mereka menang di dalam pilihan raya kecil Sungai Bakap.

Pengumuman menghampiri saat-saat akhir sebelum pengundi di Kawasan dewan undangan negeri Sungai Bakap membuang undi pada hari Sabtu ini merupakan pengumuman yang tidak bertanggungjawab dan langsung tidak mencerminkan nilai Madani yang ingin dibawa di dalam pentadbiran “kerajaan perpaduan” sekarang.

Bersih mengecam tindakan mengumumkan projek-projek baharu secara bersyarat seperti yang diumumkan oleh Zahid dan menganggap ini adalah satu rasuah pilihan raya.

Seksyen 10 Akta Kesalahan Pilihan Raya menyatakan tiap-tiap orang yang menjanjikan balasan bernilai secara rasuah kepada pengundi untuk mendorong pengundi tersebut mengundi pihak mereka boleh disabitkan dengan kesalahan penyogokan.

Pengumuman ini juga telah melanggar garis panduan “tiga C” bagi kerajaan bukan sementara (non-caretaker government), iaitu sebarang pengumuman sekiranya perlu hendaklah dibuat tanpa syarat (no condition) yang diberikan kepada pengundi di kawasan tersebut.

Berdasarkan Akta Kesalahan Pilihan Raya dan garis panduan kerajaan bukan sementara yang dikeluarkan oleh Bersih bagi memastikan pilihan raya berjalan dengan bersih dan adil, jelas bahawa pihak kerajaan perpaduan langsung tidak menghormati undang-undang yang ada serta tidak berkempen secara adil. Sebelum ini juga Menteri Perumahan dan Kerajaan Tempatan Nga Kor Ming juga telah menyampaikan cek bernilai RM17,751,284 untuk projek pembinaan balai bomba, penaiktarafan pasar Bukit Panchor dan sumbangan rumah ibadah bukan Islam.

Malah setiausaha politik perdana menteri, Shamsul Iskandar Akin, juga ada menyampaikan sumbangan kepada masjid-masjid sempena Hari Raya Aidiladha yang bernilai RM290,000.

Walaupun kedua-dua pemberian ini berlaku sebelum penamaan calon, namun ianya masih dengan kesedaran bahawa satu pilihan raya akan berlaku di Sungai Bakap.

Bersih mengingatkan kerajaan perpaduan bahawa taktik menurunkan peruntukan dan mengumumkan projek-projek baharu adalah taktik lapuk yang tidak lagi berkesan untuk menggula-gulakan pengundi.

Apa yang pengundi mahu adalah keikhlasan melakukan reformasi serta menambahbaik polisi-polisi yang sedia ada untuk manfaat rakyat, dan bukannya bermain politik yang senget dan tidak amanah. – Bersih

Pork-barrel politics in Sungai Bakap by-election

The Coalition for Clean and Fair Elections (Bersih) condemns the announcement by Deputy PM Zahid Hamidi that the “Madani” (civil and compassionate) government will establish a senior citizens centre and build a Tamil school in Sungai Bakap if it wins in the Sungai Bakap by-election.

The announcement, made at the last minute before voters in the Sungai Bakap constituency cast their votes this Saturday, is irresponsible and does not reflect the Madani values that the current “unity government” aims to uphold.

Bersih condemns the practice of conditionally announcing new projects, as done by Zahid and considers this an act of bribery.

Section 10 of the Election Offences Act states that any person who corruptly promises a valuable consideration to voters to induce them to vote for their side can be convicted of bribery.

This announcement also violates the “three Cs” guidelines for non-caretaker governments, which stipulate that any necessary announcements must be made without conditions imposed on the voters in the area.

Based on the Election Offences Act and the non-caretaker government guidelines issued by Bersih to ensure clean and fair elections, it is clear that the unity government does not respect existing laws and does not campaign fairly.

Previously, the Housing and Local Government Minister Nga Kor Ming also handed over a cheque worth RM17,751,284 for the construction of a fire station, the upgrading of the Bukit Panchor market and contributions to non-Islamic places of worship.

Additionally, the PM’s political secretary, Shamsul Iskandar Akin, made donations to mosques in conjunction with Hari Raya Aidiladha amounting to RM290,000.

Although both of these contributions occurred before the nomination of candidates, they were made with the awareness that a by-election would take place in Sungai Bakap.

Bersih reminds the unity government that the tactic of allocating funds and announcing new projects is outdated and no longer effective in swaying voters. What voters want is a genuine commitment to reform and the improvement of existing policies for the benefit of the people – not the playing of biased and dishonest politics. – Bersih
