[ENGLISH VERSION BELOW] Gabungan Pilihan Raya Bersih dan Adil (Bersih 2.0) menggesa Menteri Dalam Negeri Hamzah Zainuddin menjelaskan secara umum tentang laporan kehadiran calon BN dan laungan “Hidup BN” dalam majlis rasmi Rela bertajuk “Majlis Bersama Jabatan SukaRelawan Malaysia” yang dihadiri beliau pada 27 Jun 2020 di Dewan Semai Bakti di Chini.
Dilaporkan di Facebook BN untuk Chini bahawa anggota Rela menghadiri majlis tersebut dengan beruniform lengkap dan melaungkan “Hidup BN” sebanyak tiga kali. Calon BN, Mohd Sharin Md Zain dilaporkan turut hadir di majlis tersebut.
Memandangkan Rela adalah unit di bawah Kementerian Dalam Negeri, perkara ini menimbulkan beberapa persoalan:
- adakah majlis Rela disalahguna untuk kempen pilihan raya?
- adakah anggota Rela di Chini diarah atau dimobilasi oleh Kementerian Dalam Negeri untuk menghadiri majlis bagi menyokong calon BN?
- bukankah Rela sebagai jabatan kerajaan patut mengekalkan keneutralan dalam majlis mereka?
Persoalan juga timbul tentang mengapa calon BN hadir di majlis rasmi Rela. Memandangkan hanya calon BN saja hadir, ini jelas memberikan kelebihan yang tidak adil kepada calon BN.
Pada 28 Jun 2020, Ismail Sabri mengumumkan bahawa Kementerian Pertahanan akan membina pusat kecemerlangan persenjataan berjumlah RM60 juta di Kampung Bukit Chempedak Bintang, Kuala Chini dalam program ramah mesra bersama Jabatan Hal Ehwal Veteran di Bandar Dara Chini, Chini.

Beliau mendakwa bahawa projek Pusat Ujian Tropika telah diluluskan beberapa tahun sebelum ini semasa pentadbiran BN.
Memandangkan projek tersebut terletak di Chini dan pengumumannya telah di buat semasa pilihan raya kecil Chini, adalah sukar bagi orang ramai untuk tidak mengaitkan pengumuman tersebut sebagai penyalahgunaan sumber kerajaan untuk memancing undi.
Bagi menghapuskan keraguan orang ramai berkenaan kemungkinan salah guna sumber kerajaan, Bersih 2.0 menggesa Ismail Sabri untuk menyediakan maklumat terperinci berkenaan kelulusan projek ini beberapa tahun dahulu, termasuklah tarikh sebenar kelulusan, mesyuarat kelulusan, bila bajet projek ini diluluskan dan daripada item mana dalam Belanjawan 2020.
Pada 30 Jun 2020, Menteri Komunikasi dan Multimedia Saifuddin Abdullah dalam satu kenyataannya mengumumkan projek menaiktaraf dan mengembangkan capaian internet sedang dilakukan di Chini sejak daripada hujung Mei. Menurut beliau, 10 menara pemancar 4G akan dibina dan 11 menara pemancar 2G dan 3G yang sedia ada akan dinaiktaraf ke 4G, manakala 439 premis rangkaian jalur tembaga akan digantikan dengan gentian optik.
Bersih 2.0 mengalukan projek pembangunan yang akan memanfaatkan rakyat, namun kami mempersoalkan masa projek tersebut diumumkan yang kebetulan pada tempoh pilihan raya kecil. Projek baharu tersebut dirancang dengan kesedaran penuh bahawa pilihan raya kecil akan diadakan di Chini selepas mantan ahli dewan undangan negeri Chini, Abu Bakar Harun, meninggal dunia pada 7 Mei. Sekali lagi persoalan kemungkinan penyalahgunaan sumber kementerian untuk memancing undi dan memberikan kelebihan yang tidak adil kepada parti kerajaan dalam pilihan raya.
Bersih 2.0 sangat menentang penggunaan sumber kementerian atau sumber awam untuk memancing undi bagi calon atau parti politik tertentu. Kami menganggap ini sebagai satu perbuatan yang tidak beretika, salah guna kuasa dan korupsi.
Kami menyeru semua parti politik dan calon untuk menghentikan dengan segera sebarang penyalahgunaan sumber awam dalam kempen pilihanraya pilihan raya kecil Chini.
Bagi mencegah perlakuan tidak beretika yang menyalahgunakan jawatan, kuasa dan sumber untuk memancing undi bagi calon atau parti politik tertentu pada masa hadapan, Bersih 2.0 menggesa pengenalan akta keneutralan pentadbiran awam dan untuk meminda Akta Suruhanjaya Pencegahan Rasuah Malaysia bagi menghukum perbuatan tersebut.

Chini by-election campaign: Abuse of state resources
The Coalition for Clean and Fair Election (Bersih 2.0) calls on Home Minister Hamzah Zainuddin to explain publicly the reported attendance of the Barisan Nasional candidate and the chanting of “Hidup BN” at an official Rela function “Majlis Bersama Jabatan SukaRelawan Malaysia” that he attended on 27 June 2020 at Dewan Semai Bakti in Chini.
It was reported in the BN for Chini Facebook page that Rela personnel attended the function in full uniform and chanted “Hidup BN” three times. BN candidate, Mohd Sharin Md Zain was reportedly present as well at the function.
As Rela is a unit under the Ministry of Home Affairs, this raises several pertinent questions:
- was the Rela function abused for election campaigning for BN?
- were Rela personnel in Chini asked or mobilised by the ministry to attend the function to provide support for BN candidate?
- shouldn’t Rela, as a government department, maintain its impartiality and administrative neutrality in its functions?
It is also questionable why the BN candidate was present at the official function of Rela. With only the BN candidate present and not the other two candidates, it clearly gave an unfair advantage to the BN candidate.
On 28 June, Ismail Sabri announced that the Ministry of Defence would build an arms excellence centre costing RM60m in Kampung Bukit Chempedak Bintang, Kuala Chini at a goodwill programme with Malaysian Armed Forces veterans in Chini at Bandar Dara Chini.
He claimed that the Tropical Testing Centre project was approved several years earlier during the BN administration.
As the project would be located in Chini and the announcement was made during the Chini by-election, it is difficult for the public not to associate such an announcement as abuse of state power to fish for votes.
To clear public doubts, Bersih 2.0 calls on Ismail Sabri to provide further details of the project approval several years ago, including the exact date of approval, the meeting that approved it, when the budget for this project was approved, and the budget item for this project in Budget for this year.
On 30 June, Communications and Multimedia Minister Saifuddin Abdullah in a statement announcing that a project to upgrade and expand internet coverage was being done in Chini since the end of May. According to him, 10 new 4G transmitting towers would constructed and 11 existing 2G and 3G transmitting towers would be upgraded to 4G, while the copper connection of 439 premises would be replaced with fibre optics.
Bersih 2.0 welcomes development projects that benefit the people. We, however, question the timing of the project that coincided with the by-election. The new project was clearly planned with full knowledge that a by-election would be held in Chini with the former state assembly member of Chini, Abu Bakar Harun, who passed away on 7 May. This again raises questions about the possibility of abusing ministry resources to fish for votes and an unfair advantage in favour of the ruling party in an election.
Bersih 2.0 strongly opposes the use of ministry or public resources to fish for votes for a particular candidate or political party. We hold this as unethical, a form of abuse of power and corruption.
We call on all political parties and candidates in the Chini by-election to stop immediately any abuse of public resources for election campaigns.
To curb such unethical behaviour of abusing public positions, power and resources to fish for votes for a certain candidate or political party in future, Bersih 2.0 calls for the immediate introduction of a public administration neutrality act and to amend the Malaysia Anti-Corruption Commission Act to criminalise such behaviour.
