Syabas! Pulau Pinang teladan dalam peruntukan dana Covid-19 yang tidak diskriminatif (Malay/English)

[ENGLISH VERSION BELOW] Gabungan Pilihan Raya Bersih dan Adil (Bersih 2.0) berterima kasih kepada Ketua Menteri Pulau Pinang Chow Kon Yeow yang mendengar seruan kepada beliau dan pemimpin politik yang lain – dalam kenyataan mutakhir kami bertarikh 25 Mac 2020 – dengan menyalurkan peruntukan dana kecemasan Covid-19 berjumlah RM30,000 kepada semua ahli dewan undangan negeri termasuk pembangkang.

Peruntukan dana yang diberikan kepada semua wakil rakyat tanpa berat sebelah adalah amalan yang perlu dicontohi oleh kerajaan persekutuan dan kerajaan negeri yang lain.

Kerajaan negeri Selangor, yang memperuntukkan dana khas Covid-19 kepada “penyelaras (kawasan) dewan undangan negeri” berbanding ahli dewan undangan negeri dari pembangkang, sepatutnya mengikut jejak langkah Pulau Pinang.

Bersih 2.0 juga menggesa amalan yang saksama ini dipanjangkan kepada peruntukan dana pembangunan kawasan juga. Semua wakil rakyat, daripada parti kerajaan mahupun pembangkang, perlu mendapat sumber yang sama rata untuk berkhidmat di kawasan mereka.

Walaubagaimanapun, pentadbiran dana pembangunan kawasan perlu dilembagakan dengan garis panduan yang teliti, pemantauan dan audit untuk mencegah salah guna dan korupsi.

Kami menyeru semua gabungan dan parti kerajaan untuk membuang amalan diskriminasi terhadap pembangkang dalam pemberian peruntukan sama ada di peringkat persekutuan mahupun peringkat negeri.

Jika tidak, mereka tidak mempunyai alasan yang munasabah untuk mengadu apabila mereka didiskriminasi sebagai pembangkang di negeri atau di persekutuan.

Bravo! Penang leads in non-discriminatory Covid-19 fund allocations

The Coalition for Clean and Fair Elections (Bersih 2.0) thanks Penang Chief Minister Chow Kon Yeow for heeding the call for fair allocations directed at him alongside other political leaders – in our last statement dated 25 March 2020 – by allocating the RM30,000 Covid-19 emergency aid fund to all Penang state assembly members including those from the opposition.

The fund allocation to all elected representatives without partisan favour is an exemplary practice to the federal government and all other state governments.

The Selangor state government, which allocated the special Covid-19 fund to appointed “constituency coordinators” instead of opposition state assembly members, should follow Penang’s footsteps.

Bersih 2.0 urges the Penang state government to again set an example of fairness and honour in the allocations of constituency development funds.

All elected representatives, from both ruling and opposition parties, should enjoy equal resources to serve their constituents.

However, the administration of these constituency development funds should be institutionalised with rigorous guidelines, monitoring and auditing to avoid abuse and corruption.

We also extend the call to all governing coalitions and parties to get rid of the practice of discriminating against the opposition in fund allocations at both federal and state levels. Otherwise, they have no legitimate grounds to complain when they themselves are discriminated against as the opposition in other states or at the federal level.
