Tamatkan lantikan politik di syarikat berkaitan kerajaan (Malay/English)

[ENGLISH VERSION BELOW] Gabungan Pilihan Raya Bersih dan Adil (Bersih 2.0) melahirkan kebimbangan terhadap pelantikan Ahli Parlimen Machang Ahmad Jazlan Yaakub dan Ahli Parlimen Rompin Hasan Arifin sebagai pengerusi Felcra Sdn Bhd dan Tenaga Nasional Bhd.

Kami menggesa supaya lantikan politik dalam syarikat berkaitan kerajaan dihentikan serta merta.

Ahli Parlimen sewajarnya menumpukan peranan mereka sebagai penggubal undang-undang dan menjadi penyemak kepada kerajaan, termasuk meneliti prestasi semua syarikat berkaitan kerajaan di bawah kawalan eksekutif.

Di sini akan wujud konflik kepentingan di antara peranan memandu syarikat berkaitan kerajaan dan peranan menyemak pengurusan syarikat tersebut oleh kerajaan apabila ahli Parlimen tersebut dilantik memegang jawatan di dalam syarikat berkaitan kerajaan.

Syarikat berkaitan kerajaan tidak harus menjadi alat parti pemerintah untuk memperoleh sumber yang mewah untuk kempen politik mereka, meluaskan naungan politik mereka atau menarik wakil rakyat melompat parti demi kekal berkuasa.

Kita juga perlu ingat bagaimana skandal 1MDB, Felda dan Tabung Haji yang tidak terkawal apabila dipegang oleh ahli politik yang menyebabkan kerugian bilion dollar dengan terpaksa ditanggung oleh rakyat serta menyebabkan syarikat berkaitan kerajaan tidak berfungsi dengan baik.

Kami menggesa syarikat berkaitan kerajaan dipimpin oleh profesional dengan pengalaman yang bersesuaian, yang mempunyai rekod yang terbukti dan integriti yang tinggi bagi memastikan semua syarikat tersebut diurus dengan baik dan kepentingan awam terjaga.

Kami juga mengulangi gesaan supaya undang-undang baharu digubal bagi memastikan pelantikan pengerusi dan ahli lembaga pengarah syarikat berkaitan kerajaan dibuat berdasarkan merit, telus dan berakauntabiliti.

Di bawah undang-undang baharu, wakil rakyat perlu dilarang daripada memegang jawatan dalam syarikat berkaitan kerajaan. Undang-undang ini juga perlu mewajibkan semua syarikat tersebut untuk mendedahkan laporan penting secara telus melalui laporan berkala termasuklah pelantikan pengerusi dan pengarah, gaji yang diterima dan sebagainya.

Jawatankuasa pilihan parlimen dwipartisan juga perlu ditubuhkan untuk menapis semua lantikan pengerusi dan ahli lembaga pengarah syarikat berkaitan kerajaan. Ini akan mengembalikan keyakinan rakyat dan pelabur terhadap pengurusan korporat syarikat tersebut yang sekian lama telah dicemari. – Bersih 2.0

End political appointment in government-linked companies

The Coalition for Clean and Fair Elections (Bersih 2.0) expresses concerns at the recent appointments of Machang MP Ahmad Jazlan Yaakub and Rompin MP Hasan Arifin as chairmen of Felcra Bhd and Tenaga Nasional Bhd respectively and calls for political appointment in government-linked companies to be stopped immediately.

MPs should focus on their role as lawmakers and perform oversight functions over the government of the day, including the performance of all government=linked corporations under the purview of the executive.

There will be direct conflict of interest between the role of running government-linked companies and the role to scrutinise the government’s management of these companies when MPs themselves are appointed to hold positions in these companies.

Government-linked companies must not become a tool of the ruling parties to access rich resources for their political campaigns, to expand their political patronage or to entice elected representatives to defect in order to stay in power.

We must also not forget how the scandals of 1MDB, Felda and Tabung Haji got out of hand when helmed by politicians with billions of dollars in losses at the expense of the people and the effective functioning of the government-linked companies.

We call on government-linked companies to be headed by professionals with relevant experiences, proven track record and personal integrity to ensure that all these firms are well managed and the public interest safeguarded.

We further call for a new law to be adopted to ensure the appointments of chairpersons and board members of government-linked companies are based on merit and are transparent and accountable. Under the new law, elected representatives should be banned from holding positions in these companies.

The law should also compel all government-linked companies to enhance disclosure and transparency through periodic reports that include important information such as the appointments of chairpersons and directors and their remuneration.

A bipartisan parliamentary select committee should be established to screen all appointments of chairpersons and board members of government-linked companies. This would restore public and investor confidence in the government-linked companies’ corporate governance, which has been tainted in recent years. – Bersih 2.0
