Timbalan menteri salah guna kuasa umum peruntukan di kawasan pilihan raya kecil Pelangai (Malay/English)

[ENGLISH VERSION BELOW] Gabungan Pilihan Raya Bersih dan Adil (Bersih) merujuk kepada portal berita Sinar Harian yang melaporkan bahawa Timbalan Menteri Pendidikan Lim Hui Ying yang mengumumkan peruntukan kepada tiga buah sekolah di dalam kawasan dewan undangan negeri Pelangai pada 22 September yang lepas.

Dua daripada tiga buah sekolah tersebut masing-masing menerima sejumlah RM30,000 dan sekolah ketiga menerima RM50,000. Menurut beliau, peruntukan ini adalah tambahan kepada sekolah bantuan kerajaan di Pahang sebelum ini.

Bersih berpandangan bahawa tindakan mengumumkan peruntukan ini adalah merupakan satu pengaruh tidak wajar oleh kerajaan semasa tempoh pilihan raya.

Bersih telah mengeluarkan kenyataan menggesa kerajaan “Madani” yang dipimpin oleh Perdana Menteri Anwar Ibrahim untuk mematuhi larangan “tiga C”: Tidak bersyarat (no conditions), tidak berkempen (no campaign) dan tidak bawa calon (no candidates) agar sebarang pengumuman oleh semua kementerian dan agensi persekutuan dalam tempoh pilihan raya tidak disalahgunakan untuk memenangi pilihan raya.

Berdasarkan garis panduan ini, pengumuman oleh Timbalan Menteri Pendidikan Lim yang mensasarkan tiga sekolah di kawasan pilihan raya kecil Pelangai memang melanggari garis panduan no campaign, tidak berkempen. Sekiranya peruntukan tambahan diberikan kepada semua sekolah-sekolah jenis kebangsaan Cina atau Tamil di seluruh Pahang, pengumuman tersebut boleh dianggap tidak khusus kepada sekolah-sekolah di kawasan dewan undangan negeri tersebut sahaja.

Walaupun perkara ini masih belum menjadi kesalahan dari segi undang-undang semasa, Bersih menyatakan bahawa tindakan tersebut adalah bercanggahan dengan prinsip-prinsip pilihan raya adil dan bersih kerana pihak pembangkang tidak ada sumber atau jentera kerajaan untuk berkempen. – Bersih

Deputy minister abuses state resources by announcing additional allocation in Pelangai by-election

The Coalition for Clean and Fair Elections (Bersih) refers to a Sinar Harian news report where Deputy Education Minister Lim Hui Ying announced additional allocations to three schools in the Pelangai state constituency on 22 September.

Two of the three schools received RM30,000 each while the third received RM50,000. According to her, these were in addition to the previously allocations given to government-aided schools in Pahang.

Bersih believes the act of announcing such allocations is a form of undue influence by the government during the election period.

We issued a statement during the recent six state elections in which we urged the “Madani” (Civil) government led by Prime Minister Anwar Ibrahim to comply with the “three Cs” prohibition: no conditions, no campaign and no candidate, so that any announcement by ministries and federal agencies during the election period is not abused in an attempt to win elections.

Based on these guidelines, the announcement by Deputy Education Minister Lim for the three schools in the Pelangai by-election area does indeed violate the no campaign guidelines. If additional allocations are given to all national-type Chinese and Tamil schools throughout Pahang, the announcement can be considered not specific to schools in the state constituency only.

Although it is not an offence under the current law to make any announcement of allocations during elections, Bersih stated that the action contradicts the principles of clean and fair elections, because the opposition has no access to such resources or government machinery. – Bersih
