Utamakan siasatan percubaan mengebom kereta Siti Kasim (Malay/English)

[ENGLISH VERSION BELOW] Gabungan Pilihan Raya Bersih dan Adil (Bersih) mengecam sekeras-kerasnya percubaan mengancam nyawa peguam dan aktivis Siti Zabedah Kasim melalui pemasangan bahan letupan termampat (IED).

Bom tersebut ditemui di tayar belakang kereta semasa sedang diselenggara oleh juruteknik kereta. Unit pemusnah bom mengesahkan bahawa bom tersebut adalah IED.

Walaupun masih belum dapat dipastikan sama ada ancaman ini bersifat politik, perniagaan atau peribadi, percubaan bom terhadap Siti perlu diklasifikasikan sebagai ‘keganasan terhadap pembela hak asasi manusia dan golongan profesional’, yang sering terjadi kepada ahli politik, peguam, wartawan dan lain-lain profesion yang bekerja untuk kepentingan umum di negara yang authoritarian.

Kerajaan perlu menunjukkan sikap sifar toleransi terhadap percubaan bunuh menggunakan bom kepada Siti, yang merupakan satu tindakan keganasan yang boleh menyakiti orang lain. Sekiranya perkara ini menjadi satu trend, ia akan menyebabkan kemudaratan seperti penggunaan sentimen “tiga R”.

Perdana Menteri Anwar Ibrahim perlu menyatakan pendirian yang jelas bahawa beliau akan mencantas percubaan ini daripada akarnya sebelum tindakan keganasan ini menjadi sebahagian daripada budaya politik masyarakat kita.

Siti bukanlah mangsa pertama yang menjadi sasaran keganasan terhadap pembela hak asasi manusia dan golongan profesional di Malaysia. Sebelum ini Bill Kayong di Sarawak, seorang aktivis hak orang asal seperti Siti, telah dibunuh pada 2016, namun hanya pembunuh upahan tersebut yang dihukum mati manakala tiga ahli perniagaan yang lain yang turut didakwa, termasuk seorang yang lari ke Australia masih bebas. Mantan pengerusi Bersih Maria Chin juga pernah menerima ugutan dengan peluru dan darah.

Kerajaan perlu memastikan bahawa Siti Kasim tidak mendapat nasib yang sama seperti Bill Kayong dan perlu menyediakan pengawal kepada beliau jika diminta. Kami memuji pihak polis yang menangani isu ini dengan serius tetapi perlakuan keganasan begini hanya boleh ditamatkan jika pelaku dan yang bersekongkol dengannya ditangkap, didakwa dan dijatuhkan hukuman.

Menghentikan keganasan yang disasarkan kepada pembela hak asasi manusia dan golongan profesional adalah tanggungjawab semua pihak, ahli politik, masyarakat sivil dan pemimpin pendapat (opinion leaders). Jika perlakuan ini dilihat cara yang berkesan untuk membungkan suara dan kritikan, semua orang boleh menjadi mangsa seterusnya.

Kami menggesa media, badan profesional dan kumpulan masyarakat sivil untuk bersuara dan memantau respon perdana menteri, menteri dalam negeri, pemimpin parti dan ahli politik agar kita dapat melihat pelaku percubaan keganasan ini dibawakan ke muka pengadilan. Para wartawan perlu ingat bahawa jika Malaysia tergelincir ke arah negara seperti Rusia dan Filipina, wartawanlah yang akan menjadi salah satu profesion yang paling berbahaya. – Bersih

Prioritise probe into bomb planted in Siti Kasim’s car

The Coalition for Clean and Fair Elections (BERSIH) condemns in the strongest terms the attempt on lawyer-activist Siti Zabedah Kasim’s life through the planting of an improvised explosive device (IED) on 21 July.

The bomb was discovered behind her car tyre by a mechanic who was servicing her car. The bomb disposal unit confirmed it was an IED.

Even though it is still unascertained whether the motivation is political, business or personal, the attempt on Siti should be classified as ‘violence against human rights defenders and professionals’, as happens commonly to politicians, lawyers, journalists and other professionals working on public interest issues in some authoritarian countries.

The government must show a zero-tolerance attitude to this assassination attempt on Siti, which by using a bomb, constitutes an act of terrorism that may harm others. If this becomes a trend, it will cause as much harm as the use of the “three Rs” (race, religion and royalty).

Prime Minister Anwar Ibrahim himself must make a clear stand that he will nip this attempt in the bud before such violence becomes part of our political and societal culture.

Siti is not the first victim of such violence targeting human rights defenders and professionals in Malaysia. Bill Kayong of Sarawak, another activist in indigenous rights like Siti, was assassinated in 2016 but only the hired killer was sentenced to death while three businessmen who were charged, including one who fled to Australia, for abetting, walked free. Previously, Bersih’s former chairperson, Maria Chin Abdullah, too had received threats with bullet and blood.

The government must make sure that Siti Kasim does not become another Bill Kayong and should provide her bodyguards upon her request. We applaud the police for handling this seriously but such violence will only cease if the perpetrators and abettors are caught, charged and convicted.

Stopping violence targeting human rights defenders and professionals is the duty of all parties, politicians, civil society groups and opinion leaders. Once this comes to be seen as a convenient way to silence dissent and critics, everyone stands a chance of becoming the next victim.

We urge the media, professional bodies and civil society groups to speak up and monitor the response of the prime minister, the home minister, party leaders and politicians so that we may see the perpetrators and abettors of this attempt at terrorism being brought to justice soon. Journalists must remember that once Malaysia slips towards the direction of countries like Russia and the Philippines, journalism would be one of the most dangerous professions. – Bersih
