Perpaduan nasional tidak boleh dicapai dengan pemansuhan sekolah vernakular (Malay/English)

[ENGLISH VERSION BELOW] Gabungan Bertindak Malaysia (GBM) ingin merujuk kepada kenyataan ketua Angkatan Bersatu Anak Muda (Armada) Wan Ahmad Fayhsal.

Beliau menyatakan bahawa sekolah vernakular perlu dimansuhkan secara berperingkat untuk mencapai perpaduan negara.

Beliau juga mendakwa terdapat banyak pandangan bahawa kewujudan sekolah vernakular adalah bertentangan dengan Perlembagaan Persekutuan.

Pandangan sebegini adalah tidak tepat dan tidak wajar.

Walaupun Perkara 152 Perlembagaan Persekutuan menetapkan bahasa Melayu sebagai bahasa kebangsaan, ramai pihak mengabaikan peruntukan seterusnya yang mengatakan bahawa:

(a) Tiada seorang pun boleh dilarang atau dihalang daripada menggunakan (selain bagi maksud rasmi), atau daripada mengajarkan atau belajar, apa-apa bahasa lain

(b) Tiada apa-apa jua dalam Fasal ini boleh menjejaskan hak kerajaan persekutuan atau hak mana-mana kerajaan negeri untuk memelihara dan meneruskan penggunaan dan pengajian bahasa mana-mana kaum lain di dalam persekutuan

Perkara 152 memberikan kebebasan tanpa sempadan kepada raykat Malaysia untuk mempelajari apa-apa bahasa yang mereka ingini. Lebih penting lagi ialah ia mengiktirafkan secara positif tanggungjawab kerajaan persekutuan dan mana-mana kerajaan negeri yang ingin memelihara dan mendukung penggunaan dan pembelajaran bahasa ibunda mana-mana komuniti.

Wan Ahmad Fayhsal harus sedar bahawa hak untuk mempelajari bahasa ibunda merupakan hak yang diiktiraf secara universal dan juga dipromosikan sepenuhnya oleh pihak Pertubuhan Bangsa-Bangsa Bersatu (PBB).

Adalah juga tidak logik bahawa perpaduan dapat dicapai dengan usaha menghapuskan bahasa dan budaya komuniti-komuniti lain di negara kita. Tindakan sedemikian bukan sahaja tidak adil, malah ia juga akan gagal kerana tindakan sedemikian terhadap komuniti lain akan sebaliknya menjadi sumber baru penindasan dan merancakkan lagi perpecahan perpaduan.

Untuk menangani isu perpaduan negara, seseorang seharusnya meneliti akar punca sebenar yang menyumbang kepada perpecahan perpaduan di negara kita, iaitu politik pecah dan perintah serta mempolitikan isu-isu bangsa dan negara untuk memperolehi sokongan dan mengekalkan kedudukan penguasaan masing-masing.

Menuduh sekolah vernakular sebagai punca perpecahan perpaduan negara adalah tidak ikhlas dan merupakan usaha yang mengalihkan perhatian rakyat Malaysia daripada punca sebenar masalah tersebut.

Pihak GBM percaya bahawa untuk mencapai perpaduan, kita harus menghormati hak serta merayakan kepelbagaian bahasa dan budaya komuniti-komuniti di negara kita.

Hanya berdasarkan landasan ini, perpaduan nasional yang asli dan tulen boleh dibina dan diperkukuhkan melalui dialog dan kerjasama antara agama dan kaum yang memupuk nilai-nilai kongsi bersama demi kebaikan untuk semua dalam negara yang tercinta ini.

National unity cannot be achieved by closing down vernacular schools

Gabungan Bertindak Malaysia (GBM) refers to Bersatu youth (Armada) chief Wan Ahmad Fayhsal’s view that vernacular schools should be closed in stages to forge unity.

He also claimed there are many opinions that the existence of vernacular schools contradicts the Federal Constitution.

Such views are unfortunately misleading.

While Article 152 of the Federal Constitution stipulates that the national language is the Malay language, many conveniently ignore the subsequent provisions that state clearly:

(a) no person shall be prohibited or prevented from using (otherwise than for official purposes), or from teaching or learning, any other language

(b) nothing in this clause shall prejudice the right of the Federal Government or of any state government to preserve and sustain the use and study of the language of any other community in the federation

Article 152 provides total freedom to all Malaysians to learn any language they wish. More importantly, it affirms positively the duty of the federal government or state government to preserve and sustain the use and study of the mother tongue of any community.

The Armada youth chief must also be aware that the right to mother tongue education is universally recognised and promoted by the UN. Such a fundamental right cannot be negated using national unity as a justification.

It is also illogical to argue about achieving national unity by trying to eliminate the language and culture of other communities in the country. Such an approach would be not only unjust, it would fail as the injustice that such a measure imposes on other communities will in turn become a new source of oppression and intensify disunity.

To address national disunity, one must also look at the real root causes that contribute to disunity in the country, which lie deep in the politics of divide and rule in the country and the politicisation of race and religion by politicians to gain support and maintain power.

Blaming vernacular schools for national disunity is simply ingenuous and a diversion of public attention away from the real root causes.

GBM believes that national unity will only be achieved by respecting rights and embracing diversity in the languages and cultures of all communities in the country.

It is only on this foundation that an authentic and genuine sense of national unity can be forged and sustained through inter-ethnic and inter-religious dialogue, exchanges and mutual collaboration that fosters the shared values that seeks good for one another in this beloved country of ours

Thank you, GBM for speaking this truth so eloquently.
All the years of the umnoputras rule, vernacular schools had been used as the punching bag when they served the purpose of those evil politicians.
Of course, these politicians from PN are from the same root so it is good that GBM have exposed their hypocrisy.

National unity can only be achieved when all rakyat are treated as Malaysians. There is no point paying lip service to national unity when national policies promote division. The need for affirmative action is not denied, but it has to be across the board. Poverty is race blind.
