
The People’s Health Forum would like to invite you to attend its second roundtable discussion on “Sustainable Healthcare Financing in Malaysia”.
The first roundtable on 12 June 2019 brought together people working to improve public–private partnerships in the healthcare sector.
Following the encouraging response and constructive conversation during that roundtable, the People’s Health Forum will now be organizing the second of a series of four roundtables.
This series aims to pool information and analyses of public-private partnerships, the continuing brain drain of specialists from the public sector, healthcare financing, and migrant health.

About the roundtable
Malaysia currently spends only 4.3% of its GDP on healthcare – below the average of upper-middle-income countries while out-of-pocket payments for healthcare are about 39% of the country’s total healthcare expenditure.
Deputy Health Minister Dr Lee Boon Chye voiced the need to introduce a social health insurance in the future. That sparked off much debate on how to increase the allocation for the healthcare budget without the escalation of healthcare costs associated with healthcare insurance systems while ensuring sustainable healthcare financing over the long term.
Meanwhile, the Ministry of Finance announced the B40 National Health Protection Fund, aimed at providing protection against 36 critical illnesses up to a sum of RM8,000 per annum and 14 days of hospitalisation benefits.
However, many concerned parties have been critical about the creation of this fund because there was no prior consultation and because it will have repercussions on the country’s present healthcare financing system.
This roundtable will seek an understanding of the complex issues that surround a healthcare financing system that aims to provide universal healthcare and to discuss options for Malaysia’s healthcare financing.
