This document outlines the structure and vision of an alternative government for Penang, presenting a shadow cabinet and a suite of world-class game-changing policies designed to redefine governance in Penang.
This is not an opposition critique, but an alternative government platform that would implement a ‘people first’ agenda.
A shadow cabinet with a difference
This proposed cabinet would be structured around missions, not just state executive council portfolios. It would blend subject-matter experts, seasoned community leaders and fresh talent.
The chief minister and finance role calls for a respected economist or former senior civil servant with unassailable integrity, tasked with stewarding a transition to a ‘wellbeing economy’, through participatory budgeting and a transparency portal for all state expenditure.

The deputy CM and ecological transition portfolio requires a leading environmental scientist or planner with a history of advocacy, mandated to enact a Penang carrying capacity law and oversee a green agenda for Penang, integrating environment into all decisions.
Housing and community design would be led by an architect or urban planner specialising in community-led development and affordable housing models. This portfolio would focus on replacing speculative development with ‘community land trust’ and ‘people’s planning’ models to give residents design control.
Mobility and smart infrastructure would be managed by a transport engineer or data scientist with expertise in mobility as a service. The mission would be to pause the current ‘PTMP’ (the so-called Penang Transport Master Plan’) and implement a data-driven, adaptive public transit network that prioritises buses, other modern street-level public transport vehicles, bicycles and pedestrianisation.
The social justice and solidarity economy portfolio would be directed by a social entrepreneur or NGO leader focused on poverty reduction, launching a ‘Penang care network’. This would be a universal basic services framework and foster workers’ cooperatives and local circular economies.
Heritage, culture and digital creation would go to a cultural historian or tech entrepreneur, aiming to preserve heritage through adaptive reuse and establish Penang as a ‘sandbox’ for ethical tech and digital arts to attract creative talent.
Food security and rural development would be overseen by an agro-ecologist or sustainable agriculture expert, working to protect and incentivise urban farming, support fisherfolk cooperatives and secure a green belt for local food production.
Governance reform and civic participation would be driven by a constitutional lawyer or transparency activist, legislating a Penang governance enactment to mandate people’s assemblies, recall elections and a public integrity ombudsman.
Game-changing policies
The following policies represent systemic shifts designed to put Penang on the global map of innovative governance.
The Penang wellbeing budget (and transparency portal) would abandon purely gross domestic product (GDP)-driven budgeting. All state projects will be evaluated against a Penang wellbeing index – tracking air and water quality, affordable housing, commute time and community cohesion. This would be supported by a real-time ‘Where’s my ringgit?’ portal for residents to track every contract and expenditure.
A self-sufficient neighbourhoods initiative would overhaul urban planning to ensure all basic needs are within a short walk or cycle from every home. This would be activated through traffic calming, pedestrianisation and micro-grants for local shops in pilot neighbourhoods.
A Penang data commons and digital democracy platform would treat public data as a common asset, not a government secret. It would release non-sensitive state data on an open-source platform and require a ‘people’s impact report’ for major projects, using AI to simulate outcomes and gather public feedback before decisions are made.
A ‘rent-to-own’ community housing trust would enhance affordability by taking land off the speculative market. Instead, the state will lease land to a community trust to develop quality housing, where residents pay affordable rent. A portion would go towards building equity towards ownership. State land would be identified for the first 5,000 homes, governed by residents’ boards.
A Penang green bond and resilience fund would finance the ecological transition by issuing a AAA-rated ‘sustainability bonds’ for global ethical investors. These bonds would finance mangrove restoration, solar micro-grids, and climate-adaptive infrastructure, managed by an independent oversight board.
A public services innovation lab would replace top-down service delivery with a user-centred design lab staffed by service designers and community facilitators to continually improve services like public transport, waste collection and permit applications.
A new social contract for Penang
This alternative government offers a fundamental new social contract: from clientelism to citizenship; from extraction to regeneration; from secrecy to radical transparency (people would have the data and the power to hold leaders accountable); and from planning for people to planning with people.
This is not just waiting for an election. It is about building the blueprint, assembling the talent, and crafting the policies for the day Penang chooses a true government of, by, and for its people.
