That the problem is a minor issue is obvious from the minority affected. I thought non-Muslims (5% of population) living in Kelantan would have factored in the stricter controls, like for eg. no legal 4-D outlets. I believe unisex salons run by Chinese have been in existence but without official action based on the Municipal by-laws. Therefore the disproportionate attention given by MCA leaders to this minor localized problem is telling indeed.
