Citizen vs Penang government: The ‘south islands’ tug of war

The “Penang South Islands” reclamation project aims to create three artificial islands totaling 1,821 hectares (4,500 acres).

These islands are envisioned to be a mix of residential, commercial and industrial spaces, with a focus on high-tech manufacturing, R&D hubs and green technology parks. The project is part of the Penang state government’s vision to enhance urban development to make Penang the “Silicon Valley of the East”.

However, the project has faced opposition from various groups, including fisherfolk civil society organisations and concerned citizens. They collectively launched the environmental movement Penang Tolak Tambak (Penang Rejects Reclamation), based on its detrimental effects on the environment, marine ecosystems and the livelihoods of local communities.
