By-elections for parliamentary seats may be a thing of the past if Putrajaya accepts a proposal to adopt the proportional representation electoral system. BFM speaks to Bersih 2.0 chairperson Thomas Fann about this and asks him how true is it that Malaysians vote for the party over the person.
