With the political uncertainties experienced in recent years, along with the Covid pandemic affecting all aspects of the workings of governments and of society, the need for federal devolution in the country and for a rethinking and restructuring of federal-state relations has become increasingly strong.
Having that in mind, Penang Chief Minister Chow Kon Yeow formed a federal-state relations commission to look into how the working relationship between Putrajaya and the various states could be transformed and improved.
The committee comprises Bukit Tengah state assembly member Gooi Hsiao Leung, Penang Institute’s executive director Dr Ooi Kee Beng and project leader Dr Francis Loh, a former professor of politics at Universiti Sains Malaysia and now senior advisor to the Forum of Federations, an international Ottawa-based NGO.
