The Independent Police Conduct Commission has been called names such as “toothless tiger” and “paper tiger” due to it being seen as a watered-down version of the Independent Police Complaints and Misconduct Commission (IPCMC).
Some of the main issues include not having the power to take action against errant police officers, a lack of ability to review complaints against officers who do not comply with rules or tandard operating procedures, and a lack of transparency in the appointments of commissioners.
BFM speaking to Brian Yap, a researcher with Amnesty International Malaysia, and M Visvanathan, the chairman of ​Eliminating Deaths and Abuse in Custody Together (Edict).
They discuss the difference between the IPCC and the IPCMC, and look at the major issues that need addressing. They also look at whether the IPCC will be effective in curbing custodial deaths.
