In this candid speech, new Education Minister Maszlee Malik outlines his hope for reforms in Malaysia in the coming years.

He recognises the importance of a robust civil society, a strong opposition, free media self-regulated by a press council, shadow cabinets, and independent student unions and trade unions.

And having suffered under the constraints of lack of academic freedom, he hopes to be given the honour of personally moving a bill in Parliament to repeal the oppressive Universities and University Colleges Act.
