The KWAP chairman met Najib Razak to tell him this, and Najib said to give them RM2bn instead. That was the first loan.
Then SRC asked for another RM2bn, to which KWAP agreed. Najib called the the KWAP chairman and asked him to disburse the money immediately; the government guarantee could come later. That was issued two months later.
