Joe Samad was born on the island of Labuan. He is the chairman of the board of trustees for Sabah Action Body Advocating Rights (Sabar).

Previously, he served as the CEO of the Institute for Development Studies, a Sabah government think tank.

He is also an author and well-known columnist contributing opinion articles to various media groups.
